INITIAL OBLIGATION: FY 1991 ESTIMATED COMPLETION DATE: FY 2005Summary: The activities contained in the crosscutting support objective complement other sector-specific objectives implemented by USAID/Bulgaria, primarily by contributing to the development of human capacity within indigenous entities. In addition, these activities broadly address program impact through improved project preparation, evaluation and monitoring. Through their cross-cutting nature these activities contribute to the full spectrum of USAID/Bulgaria programs by providing added value and impact to the their achievement. Activities supported include the Technical Training for Societies in Transition (TRANSIT - Europe), the American Center for International Labor Solidarity Program (ACILS) and the Program Evaluation and Support Activity.

Performance and Prospects: USAID proposes to obligate $3,150,000 for cross-cutting programs during FY 2001.
The participant training program is well integrated with on-going USAID development activities, across all objectives. It provides opportunities to build human capacity and staff expertise of indigenous institutions and organizations, which are the Mission's partners in implementing specific activities, as a means of achieving sustainability and building the legacy of the reform. More than 1,000 Bulgarian leaders and professionals, including ministers, mayors, supreme court judges, and the President's chief advisors have participated in third-country or U.S.-Based training since 1995. An innovative Small Grants Component was added in FY 2000 to provide resources for returned participants to further disseminate and utilize the skills and knowledge acquired. In addition to third country and U.S.-based training events, the Mission plans to expand in-country training efforts during FY 2001 so as to reach more Bulgarian professionals with training opportunities. During FY 2001, USAID intends to obligate $1,825,000 for participant training activities.
USAID has been supporting the democratic trade unions since 1991. ACILS builds organized labor's capacity to defend workers rights and lead civil society initiatives. While implementing its core activities, ACILS took into account legislative changes affecting Bulgarians in general and workers in particular - changes in the Labor and Social Code, social and health insurance reform, and pension reform. In each month of 2000, approximately 1,000 union workers participated in seminars on collective bargaining and labor law, health and safety, privatization and economic reform, and modern labor management relations. Eight Regional Labor Counseling Centers provide services to trade union members as well as all workers who request assistance. An important new aspect of the program is its regional dimension to include education activities, information exchange, and best practices programs with trade unions in neighboring Balkan countries using the Bulgarian experience. During FY 2001, USAID intends to obligate $700,000 for the labor program.
The Program Development and Support activity contributes to the full spectrum of USAID program activities by ensuring their smooth implementation and providing added value and impact to their achievement. In FY 2000, this support was instrumental for designing, implementing and evaluating USAID activities in Bulgaria. These resources were used for program-funded staff, administrative support, logistics, related audits, studies, assessments and evaluations to facilitate progress across all strategic objectives. Studies ranged from the regular annual data collection surveys to specific evaluation reports. During FY 2001, USAID intends to obligate $700,000 for this activity.
For FY 2002, USAID/Bulgaria intends to obligate a total of $3,000,000 for cross-cutting programs, including participant training, support of the trade Unions/ ACILS, and other program support activities.
Beneficiaries: Bulgarian professionals, Bulgarian union workforce and the Bulgarian society as a whole.
Possible Adjustments to Plans: None anticipated.
Other Donor Programs: USAID is the only donor providing broad-based overseas and third-country training.
Principal Contractors, Grantees, or Agencies: World Learning, American Center for International Labor Solidarity, indigenous private consulting companies, research organizations and think tanks.
