New USAID General Counsel, Alan R. Swendiman

WASHINGTON D.C. - The U.S. Agency for International Development (USAID) welcomes Alan R. Swendiman to the position of General Counsel (GC). In this position, he will serve as the Agency's chief legal officer, advising the Administrator on Agency-wide policy and legal matters arising in the operation and administration of USAID programs. The GC provides advice and guidance on matters relating to legislation or proposed legislation, congressional investigations and the determination of what legal courses of action are appropriate for the Agency.

Prior to this appointment, Mr. Swendiman served at the White House as the Special Assistant to the President and Director, Office of Administration, Executive Office of the President where he oversaw the delivery of administrative support and services for that office. Before serving at the White House, he was the General Counsel for the U.S. General Service Administration where he also served as the Acting Chief of Staff.

After being admitted to the bar and between government postings, he has also practiced law in the private sector as a partner in the law firm of Jackson & Campbell, of Washington D.C.

Mr. Swendiman is a native of the Washington, D.C. area and in 1969 graduated from the University of North Carolina at Chapel Hill, Phi Beta Kappa, with a B.A. degree in Political Science (Russian and Chinese). He received his Juris Doctor from Georgetown University Law Center in June, 1973, and was admitted to the Bar of the State of Maryland in December. In 1974, he was admitted to the Bar of the District of Columbia. He also served as a law clerk to the Chief Judge of the United States District Court for the District of Maryland.

Mr. Swendiman is involved in several charitable groups and is active in the Greater Washington Board of Trade.
