Washington, D.C. - The U.S. Agency for International Development (USAID) announced today the swearing in of Stephen M. Haykin as its new Mission Director for Kenya. Deputy Administrator Frederick W. Schieck presided at the event and administered the oath to Mr. Haykin.

As Mission Director for USAID/Kenya, Haykin will oversee a program totaling approximately $144 million annually to help Kenyans strengthen their democratic institutions, promote economic growth and improve education and health services, including the President's Emergency Plan for AIDS Relief (President's Emergency Plan). Approximately $80 million of the total funds will be allocated to the President's Emergency Plan program.

A career foreign service officer, with more than 25 years of experience in international development, Mr. Haykin joined USAID in 1986 under the International Development Intern program as a Program Economist attached to the Africa Bureau. Following assignments to Kenya, Democratic Republic of Congo (Zaire), Guinea (Conakry), Ghana, and the Asia Near East Bureau, he was assigned as Supervisory Program Officer in the Europe and Eurasia Bureau. In 2000, Mr. Haykin was assigned to Madagascar as Assistant Director and he became Acting Mission Director in September 2001. In July 2004, he was sworn-in as Mission Director to Madagascar.

Mr. Haykin holds a bachelor's degree from The Evergreen State College, and master's degrees in Economics and Foreign Service from Georgetown University. He is married to the former Constantine Ikete of Kinshasa, Democratic Republic of Congo. They have three children.

The U.S. Agency for International Development has provided economic and humanitarian assistance worldwide for more than 40 years.
