New USAID Mission Director for Rwanda Sworn In

WASHINGTON, DC - The U.S. Agency for International Development (USAID) announced today the swearing in of Kevin Mullally as its new Mission Director for Rwanda. Deputy Administrator Fred W. Schieck presided at the event and administered the oath to Mr. Mullally.
As Mission Director for USAID/Rwanda, Mullally will oversee a program totaling $54 million annually to help Rwandans strengthen their democratic institutions, promote economic growth and improve education and health services, including the President's Emergency Plan for AIDS relief (PEPFAR). $27.3 million of the total funds will be allocated to the PEPFAR program.
Mullally began his career with USAID in 1982 in Burkina Faso, working for two years as an environmental officer and project manager on a forestry development project. Thereafter, he served in differing capacities managing programs in agriculture, education, health, and democracy and governance. He served as a project manager, team leader, and office director in Niger, Haiti, Bangladesh, Mali, and Ethiopia. Most recently, he was assigned as the Deputy Mission Director for Mali in 2002.
Before joining USAID, Mullally was Forester and the Southern Area Nursery Manager for the Nevada Division of Forestry in the U.S., and a natural resources specialist on contract for USAID in Haiti. Mullally was the first Forestry Advisor for the Africa Bureau, second to USAID from USDA for Africa for two years (1980-1982). Mullally was also a Peace Corps forestry volunteer in Chad and Niger for three years.
Mullally is a graduate of Stephen F. Austin State University, Texas ('71, BSF, in forestry management), and University of Texas, Dallas ('80 MA, International Management Studies). He is married to Rosemary Mullally, of Davis, California. They have two children, Brian John (22) and Jade Eugenia (8).
