WASHINGTON, DC U.S. Agency for International Development (USAID) Administrator Andrew S. Natsios officiated at the swearing in ceremony for Tim Beans, who assumed the office of Regional Mission Director for the Southeast Asia mission which includes the countries of Burma, China, Laos, Thailand and Vietnam.

His responsibilities will include the management of programs across the region in those countries which do not have a permanent USAID Mission office. These programs include improvement of government, increased programs to fight HIV/AIDS and other infectious diseases, promote cleaner cities and better environmental practices and provide assistance to migrants and victims of trafficking in persons.

Tim Beans has served in a number of U.S. government agencies and departments as well as positions in private industry. He recently held the post of Chief Acquisition Officer and Procurement Officer for USAID. In this position he managed oversight over the grants and contracting process of the agency, which was responsible for the awarding of over $6 billion dollars in FY 2004.

These efforts lead to his nomination for the Public Sector Partner of the Year award presented annually by the Northern Virginia GovCon Council, the Professional Services Council and Washington Technology magazine to an outstanding Federal procurement professional.

Prior to this assignment, he was the Deputy Chief Procurement. Beans held various contracting positions for USAID, including such places as Honduras and West Bank/Gaza. He also served as a contracting professional with the FAA and U.S. Navy, managing transportation and defense programs. His private industry experience included management of the rapid Transit system for Honolulu.

Beans has a bachelor of art degree from American University and a Masters of Public Administration from the University of South Carolina.

The U.S. Agency for International Development has provided economic and humanitarian assistance worldwide for more than 40 years.
