New USAID Mission Director for Mongolia Sworn In

WASHINGTON, DC - Today, the U.S. Agency for International Relations (USAID) announced the swearing in of Leon S. Waskin as the new Mission Director for Mongolia. Carol Peasley, Counselor for USAID, presided at the event and administered the oath to Mr. Waskin.

A foreign service officer, Waskin has served for over twenty years at USAID in five overseas posts and in Washington, DC. From 2002-2003, he was the USAID director for the Asia and Near East Bureau, Office of Strategic Planning and Operations, where he led the bureau's strategic planning and budgeting processes.

From 2000-2002, Waskin served as director for the Office of Program Coordination (PPC) where he was responsible for revision of the Agency's basic programming policies, helped streamline its annual performance reporting and Congressional Budget Justification processes, and led the design of the Agency's new Planning, Achieving, and Learning (PAL) course.

Waskin has served as assistant mission director in Madagascar from 1998-2000; Office of Development Finance director for the USAID mission in Honduras from 1993-1997; and project development officer for the USAID mission in Nicaragua from 1990-1993. He was an international development intern in the Regional Economic Development Services Office for East and Southern Africa from 1987-1990. Waskin began his career with USAID as a capital projects officer in Zaire from 1985-1987 and 1981-1983.

A new five-year USAID strategy for Mongolia was approved in Washington in May 2003 and took effect on October 1, 2003. This document sets the stage for a tightly focused program that directly addresses two of Mongolia's most pressing concerns: sustainable private sector led economic growth and more effective and accountable governance. Every USAID activity, whether funded bilaterally or through various Washington-managed mechanisms, helps advance at least one of these two objectives.

Waskin is from Lansing, Michigan. He is a graduate of Kalamazoo College, with a bachelor's degree in political science and Georgetown University, with a master's degree in foreign service. He has a seven-year old son, Luciano.
