WASHINGTON, DC - Secretary of State Colin L. Powell swore in Constance Berry Newman as the Assistant Secretary of State for African Affairs in a small, informal ceremony held today in his office. Ms. Newman will succeed Charles Snyder, who has been Acting Assistant Secretary for the Bureau of African Affairs since the departure of Walter Kansteiner back in November. President George W. Bush nominated Ms. Newman to serve as Assistant Secretary for African Affairs in March, 2004.

As the Assistant Secretary for African Affairs, Ms. Newman will advise the Secretary of State and guide the operation of the U.S. diplomatic establishment in the countries of Sub-Saharan Africa.

Ms. Newman, formerly the Assistant Administrator for the Bureau of Africa at the U.S. Agency for International Development (USAID), has extensive experience managing public and private organizations as well as international experience throughout the world. Before joining USAID in November 2001, Ms. Newman served from 1998 to 2001 as a board member of the International Republican Institute, which conducts programs that promote democracy and strengthen free markets and the rule of law. From 1992 to 2000, Newman was under-secretary of the Smithsonian Institution. She served as director of the U.S. Office of Personnel Management from 1989 to 1992. From 1994 to 2000, Newman also served as a board member and vice chair of the District of Columbia Financial Responsibility and Management Assistance Authority.

Ms. Newman received her bachelor's degree in political science from Bates College in Maine and a law degree from the University of Minnesota School of Law.

The U.S. Agency for International Development has provided economic and humanitarian assistance worldwide for more than 40 years.
