USAID announces recipient of first "Bureau Citation"

Volunteerism in International Development

WASHINGTON, DC -- Kay Lauren Miller, a Georgetown University freshman from Vienna, Virginia, was named the first recipient of the U.S. Agency for International Development (USAID) Bureau Citation for her work in promoting reading in the developing world. Dr. Kent R. Hill, USAID Assistant Administrator for Europe and Eurasia, presented the citation to Ms. Miller at a ceremony on Monday in Washington. USAID Administrator Andrew Natsios made remarks at the event, which was also attended by USAID Assistant Administrator for Legislative and Public Affairs Edward Fox.
At fourteen Ms. Miller founded an organization, Reading Offers Amazing Rewards, Inc. (ROAR), to encourage reading by distributing books to needy children. In 2001 ROAR began its first international project, providing 2,000 books to children in Nassau. Most recently ROAR worked with USAID to ship 1,500 books to Armenia. Since its founding in 1998, ROAR has distributed over 60,000 books in the United States and the developing world.
"The spirit of volunteerism in this country clearly furthers American foreign assistance efforts," said Dr. Hill during the ceremony today. "Kay's remarkable accomplishments truly reflect the generosity of the American public and their commitment to improving the world in which we live."
The USAID Bureau Citation seeks to recognize volunteerism in international development. USAID's goal with this award is to increase the public's awareness of individuals and organizations that are working to further the mission of USAID in the United States and abroad. Recipients of this award are recognized for achievements that have contributed to the realization of USAID's mission to provide economic, development and humanitarian assistance around the world.
