Carol Becker, Ph.D. Sworn in as USAID Mission Director for Sri Lanka

WASHINGTON, DC -- Dr. Carol Becker was sworn in as the Mission Director for Sri Lanka today, September 17, 2002 at the U.S. Agency for International Development (USAID) Headquarters in Washington, D.C. by Andrew Natsios, the Administrator for the Agency for International Development.
Director Becker will oversee USAID's $10 million program in Sri Lanka, which support democratic institutions and processes, including curbing terrorism and finding a peaceful solution to the 18-year war. In addition, USAID interests include promoting free markets, transparency, rule of law and respect for workers' rights, in order to integrate fully Sri Lanka into the global economy.
Sri Lanka is showing signs of success in these areas, as the International Monetary Fund (IMF) in its latest report on Sri Lanka predicts economic growth of 3.5 per cent to 4 percent by the end of 2002. The five-month-old cease-fire between the government and Liberation Tigers of Tamil Eelam (LTTE) guerillas is believed to be partly responsible for bolstering investor confidence in Sri Lanka.
Prior to accepting this appointment, Dr. Becker served in a variety of health and development positions with USAID over the past 19 years. Her last appointment was as USAID Mission Director for Guyana, where she directed all USAID efforts in the country. Other offices held include Director, Division of Strategic Planning and Analysis for the Asia and Near East Office, Health and Population Development Officer, and Education Specialist, Foreign Service Institute.
Dr. Becker has also been a teacher at the secondary and college-level, and worked to further women's issues as Executive Director, Commission on the Status of Women, in Alexandria, Virginia and as a consultant to the President's Advisory Committee for Women. She received her Bachelor's degree in English, Master's and Ph. D. in communications from Case Western Reserve University in Cleveland, Ohio. In addition, Dr. Becker received a Meritorious Honor Award from the U.S. State Department in 2001.
Dr. Becker is married to Ross S. Cook, a retired Foreign Service officer.
