USAID Names Sumka New Mission Director for Bosnia and Herzegovina

WASHINGTON, D.C. - Howard J. Sumka was sworn in as the new Mission Director for Bosnia and Herzegovina on Wednesday, August 7, 2002 at the U.S. Agency for International Development (USAID) Headquarters in Washington, D.C. by the Counselor of the Agency, Janet Ballantyne.

Dr. Sumka will oversee USAID's $47 million program in Bosnia and Herzegovina, which focuses on support for sustainable minority returns through community rehabilitation, economic development and democratic reform. The program emphasizes the importance of reconstruction of basic infrastructure in support of minority returns and the establishment of a policy and institutional framework to support a market economy. The Mission's extensive Democracy Reform program includes projects to support the development of independent media, encourage political party and NGO development, and promote judicial reform.

"Given his considerable experience having led USAID's efforts in Albania over the past few years, Dr. Sumka is ideally suited for the post-conflict challenges of Bosnia and Herzegovina," stated Linda E. Morse, Acting Assistant Administrator of USAID's Bureau of Europe and Eurasia. "USAID is fortunate to be able to send to Sarajevo someone with such a high level of knowledge and expertise in governance, civil society and economic reform - all vital elements in Bosnia's continued recovery and development."

For the past four years Dr. Sumka has served as Director of the USAID Mission to Albania. Over the course of his development career, he has managed programs in such areas as rule of law, democratic reform, urban development and infrastructure and has served tours in Washington, D.C. and Nairobi, Kenya. Dr. Sumka joined USAID in 1985 after having worked for several years in the Department of Housing and Urban Development.

Dr. Sumka holds a Ph.D. in Urban and Regional Planning from the University of North Carolina and an M.S. from Northwestern University.
