ACTION: Notice of Availability of the Privacy Impact Assessment


SUMMARY: The United States Agency for International Development gives notice that it has conducted a Privacy Impact Assessment for the Office of Security Partner Vetting System. This is a database that supports the vetting of Non-Government Organizations and individuals to ensure that USAID-funded assistance does not inadvertently provide support to entities or individuals associated with terrorism. The Privacy Impact Assessment for the Partner Vetting System database will be made available through the USAID Privacy Program by emailing privacy@usaid.gov.

Office of Security, Partner Vetting System (PVS)

OVERVIEW

INFORMATION COLLECTION (What?)

Personally identifiable information collected from potential USAID partners includes: Name, date of birth, place of birth, county of origin, Social Security Number or other ID type or ID number, nationality, address, phone number, email address, and organizational affiliations.

INFORMATION COLLECTION (Why?)

Review of potential partners ensures that USAID-funded assistance does not inadvertently provide support to entities or individuals associated with terrorism through Non-Government Organizations (NGOs) and individuals seeking partnership with or funding from USAID.

AGENCY INTENDED USE

This database supports the vetting of NGOs, and individuals applying for grants, cooperative agreements or contract funding through USAID programs.

INFORMATION SHARING

The data in PVS will not be used to populate other databases and at this time there are no other resources that rely on the system's data. PII is shared with the Department of Justice for matching data. PVS does not store data once it has been submitted for matching with the Department of Justice. It is essentially a store-and-forward system. The law enforcement purpose for this system exempts it from provisions of the Privacy Act.

NOTICE OF OPPORTUNITIES FOR CONSENT

Data is collected directly from individuals or organizations who voluntarily apply for USAID assistance.

INFORMATION SECURITY

The Partner Vetting System is under development. Appropriate security controls will be determined and applied as part of a system security plan.

SYSTEM OF RECORDS NOTICE (SORN)

A System of Records Notice has been developed and will be posted in the Federal Register.
