OVERVIEW

The USAID Privacy Office, in conjunction with its Office of the Chief Financial Officer, conducted a PIA of Phoenix Financial System. Phoenix is USAID's core financial management system that manages and tracks more than $8 billion each year in funds. It provides critical business functions such as general ledger, accounts payable, accounts receivable, cost accounting, budgeting, program operations and reporting. All fall under strict regulatory audit requirements from the Office of Management and Budget, as well as the General Accountability Office.

The Phoenix system does not collect, maintain, or disseminate personally identifiable information (PII).

AGENCY INTENDED USE

The information within the Phoenix system provides critical business functions such as general ledger, accounts payable, accounts receivable, cost accounting, budgeting, program operations and reporting.

The Phoenix system does not share PII, since it does not collect, maintain, or disseminate PII.

NOTICE OF OPPORTUNITIES FOR CONSENT

Since the Phoenix system does not collect, maintain or disseminate PII, no notice of opportunity for consent is required.

INFORMATION SECURITY

Physical access to the facility is controlled through the use of guards, identifications badges and cipher locks.

Logical access to the Phoenix system is secured by the use of user ids and passwords and restricted access to the desktop workstations from which the system is accessed.

SYSTEM OF RECORDS NOTICE (SORN)

A system of records notice is not required for the Phoenix system since there is no personally identifiable information collected.
