Budget/Performance/Accountability

Overview

The U.S. Agency for International Development (USAID), in collaboration with the Department of State, produces several key planning and reporting documents that define the primary goals and progress of U.S. foreign policy, development and humanitarian assistance. A joint effort ensures that the two organizations focus on achieving common goals, finding economies of scale, and promoting new synergies. Once policy objectives are established, funding resources are aligned to meet them. Execution of the strategic plan is reported in the following performance plans and reports.

The joint Department of State and USAID Strategic Plan sets forth the agencies' long-term vision as expressed through strategic goals and objectives. The current plan covers the FY 2007-2012 time period and presents how the Department of State and USAID will implement US foreign policy and development assistance.

The FY 2011 Foreign Operations Budget Request reflects the continuing process to provide improved strategic focus, data quality, and information on topics of greater Congressional interest.

A number of changes to bureau and country narratives in the FY 2011 Foreign Operations Congressional Budget Justification (CBJ) are designed to make each narrative more useful to major audiences. First, the Strategic Objective sections for each narrative are organized by appropriation (e.g., Economic Support Fund, International Military Education and Training, etc.) to indentify clearly how each appropriation is used to accomplish assistance programs within each objective.

In addition, because it is important that each operating unit with significant funding requirements be able to describe the link between performance and budget decision making, a new section has been added to each Operating Unit narrative to foster that examination. This new section, Performance Information in the Budget and Planning Process, highlights how performance is assessed, and how performance information is used to inform budget and planning process and to manage for results.

The USAID Performance Trends spreadsheet contains a representative set of approximately 38 performance indicators with results by fiscal year from FY2005-2008 and targets for FY2009 and FY2010.

The FY 2009 Foreign Operations Performance Report and FY 2011 Performance Plan presents an assessment of the United States Agency for International Development's (USAID's) and the Department of State's performance in foreign assistance for fiscal year (FY) 2009. The report also sets performance targets through FY 2011. In FY 2009, the Performance Report and Performance Plan were submitted in conjunction with the FY2011 Foreign Operations Congressional Budget Justification.

This report provides a summary of USAID and the Department of State performance and financial information for Fiscal Year (FY) 2009. This Joint Summary of Performance Financial Information, formerly known as the Citizens' Report, is the third report in a series of annual financial and performance reports that also includes the Agency Financial Report (AFR) and the Annual Performance Report and Annual Performance Plan (APR/APP),which was submitted in conjunction with the FY 2011 Foreign Operations Congressional Budget Justification (CBJ). Together, these reports fulfill the Agency's compliance with the Government Performance and Results Act reporting requirements.

This Summary Report provides information to assess both agencies' performance in promoting greater accountability and accessibility to Congress, the American public, and other key constituencies. USAID and the Department of State continue to work toward planning, budgeting, and managing development and diplomacy activities to achieve greater integration and focus to further foreign policy goals and improve people's lives around the world.

USAID is proud to report that for the last two years none of its programs have been cited on GAO's list. Inspector General Audit Reports

The Agency's Office of Inspector General (OIG) is an independent entity whose mission is to combat waste, fraud and abuse in USAID's programs and operations. The OIG's audit reports can be accessed here. In addition, each year OIG provides USAID management with an update on the most serious management problems facing the Agency. The Agency's OIG-identified management challenges can be found on pages 111-126 of the Agency's FY 2009 Annual Financial Report.
