Series 200: Programming Policy FY 2003 Statutory Checklists, an Additional Help reference for ADS 200-203 Revision: 05/05/2003 New and Revised Policy Directives and Required Procedures: Conforming amendment changes were made to the checklist to reflect that PD 20 has been replaced by the new ADS 225, Program Principles for Trade Investment Activities and the "Impact on U.S. Jobs" and "Workers’ Rights."
Series 200 Interim Update 03-05, Registering USAID Programs in the Catalog of Federal Domestic Assistance Revision: 05/05/2003 New and Revised Policy Directives and Required Procedures: This notice, which provides a procedure for complying with the provisions of the Federal Program Information Act of 1977 (P.L. 95-229) and OMB Circular A-89 concerning the submission of program award information to GSA, is an interim update to ADS Chapters 201 and 303.
Series 300: Acquisition & Assistance ADS 306, Interagency Agreements Revision: 05/05/2003 New and Revised Policy Directives and Required Procedures: The Additional Help References, Sample 632(a) Memorandums of Agreement, were revised to incorporate new language required by section 509(a) of the 2003 Appropriations Act. Series 300 Interim Update 03-06, Revisions to Sample Memoranda of Agreement for 632(a) Interagency Transfers and Allocations Revision: 05/05/2003 New and Revised Policy Directives and Required Procedures: ADS 306, Interagency Agreements, includes sample Memoranda of Agreement for transfers and allocations made to other Agencies or to USAID using the authority provided by section 632(a) of the Foreign Assistance Act. More information regarding 632(a) agreements and the use of the sample Memoranda of Agreement may be found at ADS 306.3.7.
Series 500: Management Services ADS 545, Information Systems Security Revision: 05/09/2003 New and Revised Policy Directives and Required Procedures: The chapter was amended to refer to the revised Internal Mandatory Reference, Information System Security Rules of Behavior for All Computer Network (AIDNET) Users or “ISSO User Rules of Behavior.” See the entry below for more details on this reference, which is available on the Agency intranet only.
The Internal Mandatory Reference, Incident Response Guidance, was also revised (see below for details).
Information System Security Rules of Behavior for All Computer Network (AIDNET) Users or "ISSO User Rules of Behavior," a Mandatory Reference for ADS 545 Revision: 05/22/2003 New and Revised Policy Directives and Required Procedures: This document was revised in its entirety. It presents a list of rules of behavior for all computer network (AIDNET) users, based on the requirements stated in ADS 545 and elsewhere.

Incident Response Guidance for Unclassified Information Systems, a Mandatory Reference for ADS 545 Revision: 05/15/2003 New and Revised Policy Directives and Required Procedures: E-mail links to isso@usaid.gov were added to four places in the document.
Guidelines for Financial Audits Conducted by Foreign Recipients, a Mandatory Reference for ADS 590, 591, and 595 Revision: 05/14/2003 New and Revised Policy Directives and Required Procedures: Substantive changes throughout the document are indicated by an asterisk. The following new information has been added:
- Example 4.1, Illustrative Management Representation Letter.
- Chapter 10, Sample form Request for Technical Proposal for Qualification of Public Accounting Firms.
- Four hyperlinks, paragraphs 4.28-4.32.
- OIG Hotline information, Chapter 10.
Series 500 Interim Update 03-06, Prohibited Practices Which Undermine Agency IT Security Controls Issued: 05/15/2003 New and Revised Policy Directives and Required Procedures: This notice reiterates the personal responsibilities of each employee to uphold USAID information systems technology (IT) security guidelines and to avoid practices which undermine Agency IT security protections.
