ADS 103, Delegations of Authority

New and Revised Policy Directives and Required Procedures:

Section 103.3.16 was revised to indicate that this section no longer applies to the offices that were moved from G Bureau to DCHA and GH. This section continues to apply to EGAT until revoked, modified, or superseded.

Section 103.3.17 was revised to include the new Delegations of Authority for the Bureau for Global Health (GH). The GH Delegations of Authority are listed in matrix format in a new internal mandatory reference.

Attached is the FY 2004 Guidance Cable: Disaster Planning and Response and its Supplemental Cable. These cables were issued as Department of State worldwide cables: State 283715 (October 3, 2003) and State 019667 (January 29, 2004). These FY 2004 cables supersede FY 2003 Disaster Planning and Response Cables.

ADS 308, Grants and Cooperative Agreements With Public International Organizations

New and Revised Policy Directives and Required Procedures:

ADS Chapter 308, Grants and Cooperative Agreements With Public International Organizations (PIOs), has been revised. In addition to using plain language and the new ADS format, the reissuance makes a number of substantive changes.

USAID no longer maintains its own list of PIOs, and instead has adopted the list of International Organizations approved for details by U.S. Government employees, maintained by the Office of Personnel Management. It includes as a new mandatory reference a list of International Agricultural Research Centers approved by the AA for EGAT. To more accurately reflect the statutory limitations, the chapter states that USAID may not fund 100% of a trust fund if it does not have audit rights, and eliminates the requirement for cost share that was applicable only to grants to the UN. All PIO grants must be drafted using ProDoc, and grants in USAID/W must be processed through NMS. The Standard Provision on Refunds was revised to allow a grantee to retain up to $250/per year in interest earned on advance payments.

New and Revised Policy Directives and Required Procedures:

The annual certification documents, (1) the Agreement for Cash or Deferred Election Under Section 401(k) and (2) Certification of Participant Contribution have been updated to reflect the Internal Revenue Service (IRS) changes for 2004. The maximum annual contribution increased to $13,000 while the catch-up contribution for those who are 50 or older increased to an additional $3,000.
