How USAID Does
Business
|
USAID is an
independent federal government agency that receives
overall foreign policy guidance from the Secretary of
State. The Agency advances U.S. foreign policy
objectives by supporting long-term and equitable
economic growth in four geographic regions (Sub-Saharan
Africa, Asia and the Near East, Latin America and the
Caribbean, and Europe/Eurasia). USAID's priority sectors
are:
- economic growth, agriculture and trade;
- global health; and,
- democracy, conflict prevention and humanitarian
assistance
USAID works in close partnership
with private voluntary organizations, indigenous
organizations, universities, American businesses,
international agencies, other governments, and other
U.S. government agencies. Based on active partnerships
with local public, private and non-governmental
organizations (NGOs), USAID field missions identify
needs and establish a strategy for delivering assistance
to the host country. In order to define USAID's
strategic objectives in a given country, consideration
is given to U.S. foreign policy interests, the level of
resources available to the USAID mission (both financial
and human), and the role of other donors in the host
country. The authorities to design, procure and
implement specific activities are largely delegated to
field missions, based on USAID/Washington's approval of
the country strategy. USAID's assistance is delivered
through a variety of agencies, including U.S. private
businesses, U.S. and local non-governmental
organizations (NGOs), host governments and public
international organizations.

The USAID Peru Mission plans to seek a local NGO to implement a new program aimed at strengthening civil society's participation in local government decision-making processes and in the constructive oversight of government performance, by increasing opportunities for citizen participation in identifying the uses and benefits of increased revenues received from the extractive industries (hydrocarbons and mining). One award will be made to a Peruvian organization, or a coalition of organizations, with a sophisticated understanding of the issues and interests at stake, as well as strong presence in the program's eight target departments: Ancash, Ayacucho, Cajamarca, Cusco, Junin, Loreto, San Martin, and Ucayali. The Program is expected to last approximately 30 months and cost between $2 - $2.2 U.S. million. The objective in all target departments is to create a stronger, more active civil society that can effectively participate in local governance.
