Activities in the spotlight for SPANS (Special Programs to Address the Needs of Survivors)
  • NEW DCOF ACTIVITY: From January 8 to February 26, 2010, USAID invites U.S. Private Voluntary Organizations (USPVOs), U.S. Non-Governmental Organizations (NGOs) and international NGOs to submit applications to World Learning in response to a Request for Applications (RFA) for projects to improve the safety, well being and development of highly vulnerable children.

    All grants awarded under this RFA will be sub-grants from the Special Programs to Address the Need of Survivors (SPANS) Grants Solicitation and Management (GSM) Program and will be managed by WL. The SPANS/GSM Program is a USAID Cooperative Agreement awarded to World Learning for the purpose of providing grants solicitation, award, and management services to USAID’s Bureau of Democracy, Conflict and Humanitarian Assistance.

Displaced Children and Orphans Fund

Since its inception in 1989, USAID's Displaced Children and Orphans Fund (DCOF) has worked to provide care, support, and protection for the special needs of children at risk, including orphans, unaccompanied minors, children affected by armed conflict, and children with disabilities.

Programs center on strengthening the capacity of families and communities to address the physical, social, educational, economic, and emotional needs of children in crisis. They also aim to preserve family structure; promote growth and development of vulnerable children; and develop community and government structures to care, support, and protect vulnerable populations.

The majority of DCOF funds are used to support programs and activities that provide direct assistance to vulnerable children, their families, and communities. DCOF funds also support the design, implementation, and monitoring of programs that provide evidence-based guidance or models of programs that can be expanded or replicated.
