Bellmon Estimation Studies for Title II (BEST) Project
In 2008, FFP launched a three-year pilot project, the Bellmon Estimation Studies for Title II (BEST) Project, to conduct independent market analyses to ensure that non-emergency food aid programs comply with the 1977 Bellmon Amendment to Public Law 480 (renamed the Food for Peace Act in 2008).
The Bellmon Amendment requires that:
- Adequate storage facilities will be available in the recipient country at the time of exportation of the commodity to prevent the spoilage or waste of the commodity, and
- The distribution of the commodities in the recipient country will not result in a substantial disincentive to or interference with domestic production or marketing in that country.
The BEST Project studies, conducted by Fintrac Inc., will provide the information and analysis needed to determine whether a proposed program complies with the Bellmon Amendment. Please see the latest Bellmon-related FFPIB for the most up-to-date information.
