Guidelines for Unsolicited Proposals and Reporting

The OFDA Guidelines for Unsolicited Proposals and Reporting is intended to assist organizations in the preparation of proposals for new awards and award modifications and their submission to OFDA. The manual lays out considerations relevant to the proposal review and award process and outlines the main components of an unsolicited proposal.

These guidelines also contain Additional Program Description Requirements (APDRs) for each of the humanitarian sectors that OFDA funds. Click here to view a brief summary of the major changes in the new guidelines (41KB PDF). Click here to view a checklist of new and continued requirements for unsolicited proposal submissions to OFDA (53KB PDF).

These guidelines should be used for all unsolicited proposals.

Fuel Efficient Stove (FES) Programs Toolkit

In July 2010, USAID/OFDA released guidelines entitled, Fuel-Efficient Stove Programs in Humanitarian Settings: An Implementer’s Toolkit, detailing good practices for FES programs in immediate and protracted humanitarian contexts. Designed to lead humanitarian organizations through a step-by-step process of assessment, planning, implementation, and monitoring and evaluation of a proposed FES program, the Toolkit provides explanations of tasks to be conducted, tools to complete each task, and information on additional resources.

While the Toolkit is a comprehensive framework, the fields of stove design and testing methodologies are dynamic. Please refer to the USAID/OFDA Guidelines for Unsolicited Proposals and Reporting to determine if there are any relevant revisions or updates before submitting a proposal for funding.

    Field Operations Guide

The Field Operations Guide contains information on general responsibilities for disaster responders, formats, and reference material for assessing and reporting on populations at risk, DART position descriptions and duty checklists, sample tracking and accounting forms, descriptions of USAID/OFDA stockpile commodities, general information related to disaster activities, information on working with the military in the field, and a glossary of acronyms and terms used by USAID/OFDA and other organizations with which USAID/OFDA works.

FOG version 4.0 has been updated and improved to include new information on a variety of current topics. For example, new and updated sections address humanitarian protection, safety and security issues, working with the U.S. military, and working with USAID/OFDA's Response Management Team (RMT). The FOG also has been cross-checked by technical specialists to ensure consistency with Sphere guidelines, and has been updated to reflect the current USAID/OFDA organizational structure.
