Guidelines for Unsolicited Proposals and Reporting

The OFDA Guidelines for Unsolicited Proposals and Reporting is intended to assist organizations in the preparation of proposals for new awards and award modifications and their submission to OFDA. The manual lays out considerations relevant to the proposal review and award process and outlines the main components of an unsolicited proposal.

These guidelines also contain Additional Program Description Requirements (APDRs) for each of the humanitarian sectors that OFDA funds. Field Operations Guide

The Field Operations Guide contains information on general responsibilities for disaster responders, formats, and reference material for assessing and reporting on populations at risk, DART position descriptions and duty checklists, sample tracking and accounting forms, descriptions of USAID/OFDA stockpile commodities, general information related to disaster activities, information on working with the military in the field, and a glossary of acronyms and terms used by USAID/OFDA and other organizations with which USAID/OFDA works.

FOG version 4.0 has been updated and improved to include new information on a variety of current topics. For example, new and updated sections address humanitarian protection, safety and security issues, working with the U.S. military, and working with USAID/OFDA's Response Management Team (RMT). The FOG also has been cross-checked by technical specialists to ensure consistency with Sphere guidelines, and has been updated to reflect the current USAID/OFDA organizational structure.

  • OFDA's Day of Consultations with Partners

    On April 17, 2007, USAID’s Office of U.S. Foreign Disaster Assistance (OFDA) held a day of consultations with non-governmental organization (NGO) partners. The day’s agenda consisted of brief presentations and open discussions on OFDA’s Technical Assistance Group (TAG), regional teams, safety and security, Logistics Unit, and Operations Liaison Unit (OLU). Discussions ranged from protection and economic recovery to OFDA’s regional priorities and country-specific programs.
