DoD Section 1207/1210 Funds
In Section 1207 of the FY 2006 National Defense Authorization Act, Congress authorized the Department of Defense (DoD) to transfer up to $100 million per year to the Secretary of State for "reconstruction, security, or stabilization assistance to a foreign country." This assistance can be in the form of either services or funds. Congress then reauthorized this authority in Section 1210 of the FY 2008 Defense Authorization Act. These funds have hence been informally referred to as "1207" or "1210" funds.
Proposals for 1210 funds should be developed in line with the F planning framework and linked to the Mission Strategic Plan and the Joint State/USAID Strategic Plan. Certain types of programs should be avoided: programs for which an active budget request is pending in Congress; programs creating the impression of circumventing the appropriations process; and programs that already were intentionally not funded.
Proposals can originate from Embassies, Bureaus, and Combatant Commands. They must be approved by the Chief of Mission and cleared by the relevant Combatant Command and State Regional Bureau. The State Regional Bureau sends cleared proposals to the State Coordinator for Reconstruction and Stabilization (S/CRS). S/CRS and the Office of the Secretary of Defense co-chair a 1210 Technical Advisory Committee (TAC) that recommends for which proposals the Secretary of State should request the transfer of 1210 funds.
The key DoD contact for 1210 funds is the Office of Development Cooperation (ODC) Chief based in the Embassy of the USAID mission submitting the application. Proposals may also be submitted via the Embassy's Security Assistance Officer (SAO) or the Defense Attaché (DAT). Also, the Office of Military Affairs can facilitate joint DoD/USAID operations.
