USAID
has family planning programs
in more than 50 countries in the developing world. USAID allocates family planning and reproductive health element priorities based on a strategic budgeting model that includes factors of unmet need, high-risk births, contraceptive use, and population pressures on land and water resources. First, second, and graduation tier countries are indicated below and listed by region.
¹*First Tier Intensive Focus: India, Pakistan, Nigeria, Ethiopia, Democratic Republic of the Congo, Rwanda, Tanzania, Uganda, Kenya, Malawi, Madagascar, Haiti, and Zambia
Note: Tier one countries are those that have received the largest increase in funding over the last five years. It includes the top 30 ranked countries from the strategic budgeting model, but leaves out countries where there are absorptive capacity issues at country/Mission levels (e.g., Sudan, Angola, Guinea, and Benin). It also omits countries that are on a graduation track (e.g., Egypt, and Indonesia). Countries are also added to tier one in order to include regional representation, such as Bolivia and Guatemala in Latin America where high needs for family planning remain. Countries such as Zambia are elevated to tier one based on high performance and the importance of integrating with HIV/AIDS interventions.
