The Technical Advisor will independently provide support services to satisfy the overall operational objectives of the Office of Health, Infectious Disease, and Nutrition (HIDN), located within USAID's Bureau for Global Health (GH). The Advisor will serve as an infant and young child feeding (IYCF) technical advisor in the Nutrition Division. The Nutrition Division provides Agency-wide technical guidance and assists in strategy development and project implementation in these areas.
Under general supervision, the technical advisor will take the lead in health and nutrition education/social marketing, food security, and nutrition survey, surveillance, and monitoring as they relate to IYCF and other food-based approaches. The Advisor also advises the Chief in accomplishing the purposes of the office, including policy and strategic development, program and project planning, implementation, and evaluation of health and nutrition education/social marketing, food security, and nutrition monitoring activities of the Agency programs.

The Technical Leadership Division (TLR) within the Office of HIV/AIDS (OHA) in USAID's Bureau for Global Health (GH) requires a Prevention Advisor: Male Circumcision (MC) to provide technical leadership, handle policy issues, and work with the U.S. State Department's Office of the Global AIDS Coordinator (OGAC) and other U.S. government agencies, the World Health Organization (WHO), country teams, and programs in several PEPFAR countries.
The Advisor will carry out a wide array of activities related to the implementation of male circumcision programs. These activities include monitoring partners for: adherence to best technical practice in standards of surgical services; quality assurance and quality control; surgical complication management; counseling and testing; and integration with other prevention activities. S/he will also provide assistance to USAID Missions and partners in the areas of commodities management, policy development, program monitoring and evaluation, and integrating MC activities with other prevention, care, and treatment programs.

The Senior Technical Advisor, a position located within the Office of Population and Reproductive Health (PRH) in USAID's Bureau for Global Health (GH), will serve as an authority on technical and epidemiological aspects of contraceptive technology, biomedical research, and service delivery. He/She will provide authoritative advice, technical input, and assistance as needed to the PRH Director and Deputy Director, and to the PRH Division Chiefs for research, technology, and utilization; commodity security and logistics; policy, evaluation, and communication; and service delivery improvement.
As needed, the incumbent will represent established USAID policies and programs in governmental, intergovernmental, and nongovernmental discussions and public forums with leading scientists and international experts and policymakers, especially in the arena of technical aspects of family planning and contraceptive technology and not in policymaking. The Health Advisor (ME/TS), a position located within the Office of Technical Support and will be supervised by the Senior Public Health Advisor, will work in conjunction with the Senior Infectious Disease Advisor in providing technical expertise and support to the two Bureaus and Missions in 22 countries in the areas of maternal and child health, family planning and reproductive health, HIV/AIDS, malaria, tuberculosis, infectious diseases, and health systems.
In collaboration with the Senior Public Health Advisor and the Senior Infectious Disease Advisor, the Health Advisor will support the Missions' health programs and activities and will serve as the primary point of contact for the Missions in the Middle Eastern countries on all health-related programs.

| Technical Advisor, Level I: Population, Health, and Environment Advisor |

In collaboration with Packard's Ethiopia representative and other key staff, advance and promote policy dialogue among key stakeholders in Ethiopia, including government officials, donors, and nongovernmental organizations on priority Packard program areas.
The Packard Foundation promotes policy dialogue in Ethiopia around its key program areas, particularly those related to increasing access to family planning and reproductive health care, especially for youth, and women's empowerment. The Fellow will contribute to this policy dialogue by emphasizing the importance of integrating environmental concerns into interventions in Ethiopia to improve reproductive health outcomes and promote women's empowerment.
Key Tasks include:
- Staying up-to-date on current state-of-the-art approaches in population, health, and environment integration and present them when opportunities arise to key policymakers and donor audiences
- Participate as a Packard Foundation/Ethiopia representative in coordination meetings or other public forum with donors, government agencies, and civil society organizations

| Technical Advisor, Level III: Senior Infectious Disease Technical Advisor |

The Advisor shall lead the USAID/Democratic Republic of Congo (DRC) Infectious Disease Team with its annual budget of approximately $15 million, have overall responsibility for providing strong technical leadership, and coordinate the planning, managing, and reporting on all PEPFAR, malaria, tuberculosis, and other public health activities for the Health Office – which manages a multifaceted program addressing reproductive health/family planning (RH/FP), maternal and child health, infectious diseases (HIV/AIDS, malaria, and TB), plus water and sanitation activities.
The Advisor will work closely with other teams in the Health Office and USAID, the U.S. Embassy, U.S. Government partners, ministries of health, and other national and international partners. The Advisor is expected to: provide technical leadership in health issues, with a focus on HIV, TB and malaria; guide the design, implementation, and monitoring of project activities in these programmatic areas; and supervise the staff of the infectious disease team within the Health Office.
