The New Partners Initiative (NPI) is sponsored by the Government of the United States and aims to identify and strengthen new partner organizations around the world that have the potential to contribute toward the achievement of the goals set by the President’s Emergency Plan for AIDS Relief (PEPFAR). Through a combination of funds and technical assistance, the Initiative seeks to strengthen the ability of faith- and community-based organizations fighting HIV/AIDS in any one of the 15 PEPFAR focus countries to reach people affected by HIV/AIDS with prevention and care services. The Initiative also seeks to develop indigenous capacity within host nations to combat HIV/AIDS and ensure the sustainability of these efforts.
How NPI Works
Through a competitive process NPI will award US$200 million through fiscal year 2008 in grants to organizations that provide HIV/AIDS prevention and care services. Eligible entities are nongovernmental organizations working in any of the 15 PEPFAR focus countries, with little or no experience working with the U.S. Government. This means that an eligible organization should not have received more than $5 million in U.S. Government funding during the preceding five years, excluding disaster or emergency assistance or funding as a subcontractor.
NPI offers technical and capacity-building assistance to participants to help them compete now and in the future – both within the NPI grant process and in other competitions. Technical assistance will focus on topics such as initial needs assessment, proposal writing, pre-award audits, personnel recruitment, competition processes, and monitoring and evaluation planning.
NPI will offer assistance to successful applicants, focusing on successful program implementation, needs analysis, and organizational growth and strengthening.
