Life of Project Environmental Compliance and Environmentally Sound Design and Management - Training workshops for USAID Mission Staff and Partners

Islamabad, Pakistan - 23–24 April 2009
Kabul, Afghanistan - 27–28 April and 29–30 April 2009

In late April 2009, USAID/Pakistan and USAID/Afghanistan hosted a series of two-day training workshops in “Life of Project Environmental Compliance and Environmentally Sound Design and Management.” The first workshop was held 23 & 24 April in Islamabad for USAID/Pakistan mission staff and partners. USAID/Afghanistan hosted a second workshop in Kabul 26 & 27 April 2009 for mission staff only. USAID/Afghanistan mission partners received training in a third workshop held 29 & 30 April in Kabul.

Course Objectives

The workshops were intensive trainings in life-of-project (LOP) implementation of USAID’s mandatory environmental procedures and in the objectives of these procedures. The goal was to motivate environmental compliance by establishing environmentally sound design and management (ESDM) as a necessary objective/condition for successful development, and establishing USAID’s environmental procedures as a means to achieve ESDM. Further, the workshops were intended to develop the basic skills and knowledge necessary to comply with USAID’s environmental procedures over life-of-project.

At the conclusion of the workshop, participants should have the skills and knowledge to effectively and efficiently assure that:

  • Environmental concerns are addressed in activity design;
  • Required environmental documentation is developed and approved PRIOR TO the initiation of activities;
  • Environmental conditions are incorporated into procurement instruments;
  • Activity work plans and budgets provide for implementation of environmental conditions; and these
  • Conditions are implemented and implementation is monitored.

The workshops shared a common set of materials and agenda, substantially drawn from a proven, 4.5-day curriculum of the same name developed under USAID/AFR/SD’s ENCAP program. For the Afghanistan & Pakistan workshops, content was shortened and an innovative, unified set of “virtual field visits” and desk-based case studies were developed.
