strategy (2003-2013) expands economic opportunities

health services to improve the health and welfare of
women and children, and control the spread of HIV/AIDS;
improves the quality of basic education for boys and
girls; consolidates democracy through decentralization;
and accelerates overall development by making information
widely accessible.
