GENDER INTEGRATION WORKSHOP HELD IN CAIRO, EGYPT
A presenter speaks at USAID's Gender Integration Workshop in Cairo, Egypt
EGAT/WID and USAID/Cairo recently collaborated on a five-day workshop on gender integration, which was supported by the STTA project. Topics ranged from indicator development to donor coordination to the gender dimensions of climate change.

Short-Term Technical Assistance and Training (STTA)

Length of Activity: September 2002 - September 2009

Objective: Through this Task Order (TO) services can be provided to USAID Missions and other operating units in such areas as strategic planning, program performance measurement, gender assessment and analysis, project design, implementation, and monitoring and evaluation. Implementing partners, Missions and operating units within USAID are able to obtain technical assistance and training to address gender-related concerns in their programs. (See IQC Brochure on how to access assistance through this TO.) STTA helps to develop strategies for incorporating and addressing gender concerns in all activities and provides sector specific guidelines for integrating gender issues in development activities.

The STTA project coordinated the December 2008 Gender Integration Workshop in Cairo, Egypt.

A Menu of Options for Intra-Household Poverty Assessment

This report focuses on the consideration of gender in the poverty assessment tools developed by the University of Maryland's Center for Institutional Reform and the Informal Sector (IRIS Center). The report provides recommendations for how these tools may be adapted to assess the presence of intra-household poverty and inequality. The report's objective is to draw attention to the presence of intra-household inequality and develop a menu of options for developing and testing methods to assess intra-household poverty.

Accés des Femmes á la Radio au Mali (Women's Access to Radio in Mali)

This French-language study aims to assess the level of Malian women's access to information through radio as a whole and to radio sets in particular. It also looks into Malian women's listening practices, unfulfilled information needs, favorite programs, and the possible effects and impacts of radio on their level of access to information. Among the study's findings are that access to radio is not yet widespread among Malian women and that their level of possession of radios is very low. Appedix D, a study of gender and the radio production sector in Mali, is in English.

This report examines the relative strengths and weaknesses of the Electoral Support Consortium (ESC), which was established to encourage voters in Namibia to participate in the elections and help these voters make informed voting decisions. Although the focus of this consultancy was to determine to what extent the ESC has been integrating gender mainstreaming and addressing disability and socially marginalized populations, this report, out of necessity, also gives an overview of the ESC and the Namibian social environment within which the ESC operates.

This report presents the findings, conclusions, and recommendations that emerged from a gender assessment carried out for USAID/South Africa from August 4-24, 2004. The assessment is based on a review of background documentation as well as meetings with Mission staff members, interviews with USAID implementing partners, NGOs, and Government of South Africa officials, and visits to selected field sites. The goal of the report is to show that gender analysis can, in some cases, be easily used to make small changes in activities so that they acknowledge gender issues.

OTI Afghanistan Program Evaluation (October 2001 - June 2005): Gender Initiatives and Impacts

This report evaluates the work of USAID's Office of Transition Initiatives (OTI) in Afghanistan between 2001 and 2005. OTI committed $46.6 million of an overall $70 million Afghanistan budget to project grants that supported a range of activities, including the emerging political process laid out in the 2001 Bonn Agreement, civic education, government-facility rehabilitation, independent media, community infrastructure, women's resource centers, schools and kindergartens, and international sector specialists. The evaluation finds that OTI programming should have more systematically supported the participation of women in the political and decision-making process, since in the cases where it did, the results benefited Afghan society as a whole and stimulated greater social debate on the roles of women and the future of the country.

The study focuses on the work of the USAID/Bangladesh Energy Team's U.S. contractor, the National Rural Electrification Cooperative International Ltd., and three Bangladeshi partners: the Dhaka-based Rural Electrification Board, the rural electric co-operative Palli Bidyut Samities, and the NGO Grameen Shakti.

The purpose of the workshop was to enhance the gender integration skills of Project NOVA (in Armenian, "Innovations in Support of Reproductive Health"), the Eye Care Project, the Academy for Educational Development, Primary Health Care Reform, and World Vision staff and local counterparts.



Azerbaijan

USAID has undertaken this gender assessment to gain a better understanding of gender issues across all sectors of Azerbaijan. The report presents the findings of key gender issues and offers USAID/Azerbaijan recommendations for better gender integration in general as well as for the economic, democratic, and social sectors. The report finds that gender-based violence is a hidden epidemic in Azerbaijan and recommends that the Mission support domestic violence awareness and protection activities, including emergency shelters.

The Gender Assessment for USAID/Colombia was prepared in anticipation of the 2007 Operational Plan. The Mission asked that the assessment focus on gender in relation to the armed conflict and its effects in five programming areas: justice, human rights (with emphasis on domestic violence), alternative development, internally displaced populations, and demobilization and reintegration of ex-combatants. The assessment provides an analysis of gender relations and potential constraints in each program area and offers recommendations on how the Mission might address issues of gender and conflict within these programs.

Haiti

The Gender Assessment for USAID/Haiti was carried out in March 2006, including two-weeks of in-country consultation. Section 1 presents basic development indicators, disaggregated by sex, to measure the relative status of men and women. Section 2 outlines gender dimensions in Haiti in terms of the roles of men and women, patterns of decision-making and control, and relative legal and social status; this section also identifies the broad implications of this analysis for development programming. Section 3 presents a gender assessment of USAID/Haiti's current programs, while Section 4 addresses anticipated future program directions.



Honduras

This gender assessment was developed as a part of the process for defining the Honduras Mission's strategy for FY 2004-2010. The assessment provides a baseline overview of key gender issues and resources and initial guidance on gender integration in USAID strategy areas. The gender action plan makes recommendations on how to move forward from this overview to take account of gender differences as a factor in the USAID programming cycle.



Mexico

Gender assessment of USAID/Mexico environment program with focus on Conservation International's Usumacinta watershed program in Chiapas

The purpose of this Gender Assessment, through the assistance of the Office of Women in Development, is to help the USAID Mexico Environment Program and its NGO partners build stronger linkages between environmental issues, economic growth, and gender equity. The specific goal of the assessment was to understand key gender issues affecting poverty and, as a result, natural resource use in local communities. A specific focus has been placed on the activities of Conservation International's Usumacinta Watershed Management Program in Chiapas as well as ecotourism activities conducted through this program.



Nicaragua

The Gender Assessment and Analysis for USAID/Paraguay was prepared in anticipation of a Strategic Plan to guide Mission programs after 2005. The assessment includes a discussion of gender concerns in the on-going activities as well as considerations in the programs under the subsequent strategy. Recommendations are offered for increased gender mainstreaming in each of the four Strategic Objective areas (economic growth, democracy and governance, health, and environment). In the concluding sections, a series of overall recommendations are suggested, which could serve as the basis for development of a Gender Action Plan for the Mission.

  3. a discussion of the status of Jordanian women;
  4. a discussion of the gender issues in USAID/Jordan's water, health, and economic growth programs and recommendations for each program area; and
  5. a delineation of the next steps for gender mainstreaming for USAID/Jordan.



Morocco

This gender assessment provides a baseline overview of gender issues pertinent to USAID/Morocco's planned target area under its 2004-2008 strategy -- increasing economic opportunity. This report aimed to serve as a starting point for gender mainstreaming under the country strategy and to provide the Mission with the appropriate questions to ask when developing Performance Monitoring Plans (PMPs), designing programs, implementing activities, and monitoring results. With Morocco expected to expand its trade through the Free Trade Agreement with the U.S., such questions were intended to assist the Mission and the Government of Morocco in assessing to what extent gender-based constraints hampered the development of key industries and the impacts of different policies and investment strategies on the relative status of women.
