This annual report of the Women's Legal Rights Initiative (WLR) discusses best practices and reviews lessons learned, approaches, and activities that offer ideas about what works best in a given situation -- or how not to do something. This third annual report takes a broader perspective on best practices and lessons learned than previous reports did. It still focuses on WLR country program activities but considers the process used for developing the activity within each of the project's intermediate results, the need for and benefit of sound monitoring and evaluation plans, including indicators and data collection, and strategies for project management.
 Justice, change, and human rights : international research and responses to domestic violence 01/01/2000 (822KB)
This paper is one of several analytical documents synthesizing the findings across Promoting Women in Development (PROWID) projects and their implications within various themes; this paper's theme is domestic violence against women. Eleven PROWID projects focused upon domestic violence: three research and intervention projects were facilitated by non-governmental organizations in Russia, Bulgaria and Mexico, and eight research studies were undertaken in India. As a whole, these diverse projects generated some common conclusions regarding the problem of domestic violence.
 Leveling the playing field : promoting women's economic capabilities and human rights 01/01/2000 (1007KB)
This paper is one of several analytical documents synthesizing the findings of Promoting Women in Development (PROWID) projects and their implications within various themes. Using a human rights and freedoms approach to development, this paper synthesizes the findings from a number of PROWID projects that explore women's economic roles and opportunities and their aspirations for advancement. It reviews the sorts of constraints they face in fulfilling them and considers the relationship between women's rights and capabilities on the one hand and development policy and practice on the other.

This information bulletin provides an overview of the WIDTECH Small Grants Initiative, which supported the efforts of local organizations in integrating women into the development process. The organizations that received grants fell into three general areas: promotion of women's economic opportunities, promotion of women's legal and political rights, and integration of gender in conservation efforts. Although the grants described in this bulletin represent just a small sampling of the total awarded, they illustrate the impact that a relatively small investment can have in raising awareness of gender inequities in developing countries and in affording local groups the opportunity to address them.

The success stories are a testament to the progress women and men have made. This is the final report of the Women in Development Technical Assistance (WIDTECH) Project, a five-year contract that ran from September 1996 through December 2001. WIDTECH promoted gender integration by supporting the USAID Women in Development office in its goal of enabling women to participate fully and benefit equally in the development process and incorporating gender concerns into all activities in USAID-assisted countries. The report describes WIDTECH's achievements and lessons learned, focusing on its five sector areas (democracy and governance, economic growth, education, environment, and health) and core services (training, grants to local NGOs, communication and information dissemination, and gender integration).

This final report of the African Women Leaders in Agriculture and the Environment (AWLAE) program provides an overview of the activities implemented and results achieved under the program. The goal of the program was to increase the participation and leadership of African women at all levels of agricultural and environmental activity. The program focused on helping professional women advance so that they might become stronger advocates for policies and programs that benefit women farmers.
 Women's property and inheritance rights: improving lives in changing times -- final synthesis and conference proceedings paper [Nairobi, Kenya from June 18-21, 2002] 03/01/2003 (1.1MB)
In June 2002, the EGAT/WID NGO Small Grants Program held the "Conference on Women's Property and Inheritance Rights" in Nairobi, Kenya. Representatives of NGOs that had received funding to support their efforts to strengthen women's property and inheritance rights gathered at the conference to discuss the goals, structures, and outcomes of their work. This paper synthesizes and summarizes those proceedings.
Angola

This gender assessment focuses principally on (a) how strengthening women's participation and paying attention to gender issues can enhance USAID/Angola's results and (b) how monitoring and evaluation can track the success stories of women's involvement in USAID programs as well as any unintended negative impacts that can be remedied once observed. The report identifies key issues for Angolan women, particularly in light of conflict and the anticipated transition from humanitarian to development assistance. The report also looks at gender and performance monitoring with regard to USAID/Angola programming in the agriculture & food security, democracy & governance, and health & HIV/AIDS sectors.

In preparation for developing its Country Strategic Plan, USAID/Angola asked USAID's Office of Women in Development to help it assess the roles women in Angola are currently playing or might play in the future with some assistance. The assessment identifies gender-based issues that could present challenges or offer opportunities for USAID's democracy work in Angola. This summary report aims to identify existing conditions, desired conditions, discrepancies between the two, the causes of these discrepancies, and how they should be addressed.

It is comprised of two parts: (1) basic paralegal training for community members without formal legal education, and (2) information regarding the reformed Benin Family Code. The manual aims to be an easy-to-use tool that civil society organizations, teachers, midwives, city hall workers, community leaders, and others have used to inform Benin's citizens of their rights and responsibilities under the Family Code.

This one-pager describes the achievements of USAID's Women's Legal Rights Initiative in Benin. With encouragement from the project, Benin has adopted national reforms that render many longstanding local customs illegal, but awareness is low and enforcement is weak. Given the important role of women in Kenya and the multiple obstacles they face in their daily lives, USAID/Kenya requested assistance in incorporating gender considerations into its portfolio of activities. This report presents the findings of this assistance, offering:

This brochure, offered in both the English and Sesotho languages, describes how to create a sound and accurate will and provides a sample of a will. While the Basotho people are not used to drawing up wills, doing so has become necessary for everyone, especially in light of HIV/AIDS. In addition, wills are of the utmost importance in protecting women's and children's inheritances.

This report describes a paralegal training activity in Leribe district, Lesotho, which was undertaken by the Federation of Women Lawyers (FIDA) and received financial support from USAID and other donors. The 17 participants included youth leaders, support groups, a teacher, a farmer, a chief, and a police officer. The program aimed to equip participants with knowledge of the rudiments of marriage and inheritance, child welfare, sexual offense, land, and labor laws in order to enable them to appreciate and deal with the day-to-day problems they encountered in their communities.

This manual, revised by the Federation of Women Lawyers (FIDA-Lesotho) in 2006, is designed to assist in the training of paralegals in Lesotho. The manual serves as a guideline that trainers can adapt to their own training strategies. The manual includes information on Lesotho's legal system; criminal and civil law procedures; family, inheritance, labor, and property laws; and sexual violence and human rights.

This brochure, created by the Federation of Women Lawyers (FIDA), aims to simplify Lesotho's 2003 Sexual Offenses Act. The Act is meant to consolidate and repeal all laws relating to sexual offenses. Its main objectives are to combat sexual violence (including child prostitution) and to prescribe appropriate sentences for sexual offenses.

This document presents several stories to illustrate how women in Lesotho were powerless under the old constitution and laws governing marriage and how the amended new constitution of equality of married counterparts attempts to rectify this. Under the new constitution, all laws giving men sole power in marriage and in community of property will be done away with. A married woman will have the power to make her own decisions about money and employment and about her children (including regarding their education and marriage); she will also be able to inherit property and have a say in matters affecting family property.

This brochure attempts to simplify the Lesotho government's new Land Bill. The Bill's objectives are to provide for the granting of land titles, facilitate the conversion of land titles, better secure titles to land, manage land, grant public servitudes, settle land disputes, and repeal earlier land laws. The Bill protects the rights of women specifically by placing them on the same footing as their male counterparts.

This report examines the relative strengths and weaknesses of the Electoral Support Consortium (ESC), which was established to encourage voters in Namibia to participate in the elections and help these voters make informed voting decisions. Although the focus of this consultancy was to determine to what extent the ESC has been integrating gender mainstreaming and addressing disability and socially marginalized populations, this report, out of necessity, also gives an overview of the ESC and the Namibian social environment within which the ESC operates.

One of the objectives of the course is to show the unfairness of gender blindness in legal institutions and encourage informed legal gender analysis.

Using a variety of methods, each of these organizations has successfully implemented an element of one of the four best practices presented.

Bangladesh

Under the Greater Access to Trade Expansion (GATE) Project, USAID/Bangladesh commissioned Development & Training Services, Inc. (dTS) to carry out a trade impact review (TIR) to inform its Country Strategic Statement (2006–2010) for Bangladesh. The Bangladesh TIR includes several complementary analyses, including this legal and regulatory analysis. The report analyzes the coherence between (1) Bangladesh's trade commitments and trade-related policies, laws, and regulations, and (2) the country's international and national commitments to poverty reduction and gender equality.

 Justice, change, and human rights : international research and responses to domestic violence 01/01/2000 (822KB)
This paper is one of several analytical documents synthesizing the findings across Promoting Women in Development (PROWID) projects and their implications within various themes; this paper's theme is domestic violence against women. Eleven PROWID projects focused upon domestic violence: three research and intervention projects were facilitated by non-governmental organizations in Russia, Bulgaria and Mexico, and eight research studies were undertaken in India. As a whole, these diverse projects generated some common conclusions regarding the problem of domestic violence.
