PVO Funding Opportunities
The following are Washington based programs that registered PVOs are eligible to compete for:
1. Development Grants Program
The Development Grants Program (DGP) is a competitive program that provides opportunities for nascent U.S. PVOs and local NGOs that have not worked extensively with USAID in the past to initiate development partnerships directly with USAID Missions in the field to contribute to USAID's development objectives. Cooperative Agreements are awarded to implement activities in the field over a three-year period. Each award is $2 million or less; organizational and technical strengthening is provided to recipient organizations to improve implementation planning and execution, monitoring and evaluation and other organizational systems that are critical to effective service delivery and organizational sustainability. 2. Cooperative Development Program
USAID supports overseas cooperative development in partnership with US cooperative development organizations (CDOs).The CDP is a competitive grant program that responds to the needs of local cooperatives and other group-based businesses by utilizing the expertise and resources of long-established U.S. cooperative organizations, their members, and volunteers.
Cooperatives (co-ops) are member-owned, democratically-governed enterprises. They allow members to direct and control their own development while directing increased returns to them. See the Cooperative Development Program page for additional information.
3. Ocean Freight Reimbursement Program
The Ocean Freight Reimbursement Program is the longest running Private Voluntary Organization competitive program, where grants reimburse recipients for costs to ship a wide variety of goods overseas for use in non-U.S. government funded development and humanitarian assistance programs.
4. Limited Excess Property Program (LEPP)
Through the Limited Excess Property Program (LEPP), Private Voluntary Organizations can acquire U.S. government excess property for use in their programs and projects overseas.
5. Global Health Program Opportunities For New Agency Partners
Child Survival and Health Grants Program (CSHGP)
Since 1985, USAID's Child Survival and Health Grants Program (CSHGP) has supported community-oriented projects implemented by U.S. private voluntary organizations (PVOs) and nongovernmental organizations (NGOs) and their local partners. The purpose of this program is to contribute to sustained improvements in child survival and health outcomes by supporting the innovations of PVOs/NGOs and their in-country partners in reaching vulnerable populations.
New Partners Initiative (NPI)
Announced on World AIDS Day 2005, the New Partners Initiative (NPI) is part of a broader effort within the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) to work with new partners, including community- and faith-based organizations, enhancing their technical and organizational capacity and ensuring the quality and sustainability of HIV/AIDS programs by supporting community ownership.
Other Organizations Seeking to Work with USAID
USAID partners with a variety of organizations that do not meet the definition of a PVO and do not need to register with USAID, such as churches, synagogues, mosques, or other similar religiously affiliated institutions; universities; private foundations; and hospitals. In addition, the registration requirement does not pertain to local nongovernmental organizations or local indigenous PVOs.
Missions must ensure that any PVO recommended for funding from USAID is registered with USAID.
