Assistant Inspector General for Millennium Challenge Corporation
John M. Phee
John M. Phee was appointed to the Assistant Inspector General for the Millennium Challenge
Corporation (MCC) in October 2005. In this position, he is responsible
for providing daily direction, management, and oversight for the financial,
performance, and information technology audit activities.
Phee joined the U.S. Agency for International Development, Office of Inspector
General (USAID/OIG) in January 1989, as a Foreign Service auditor. Prior to the
current appointment, Phee served as the Deputy Assistant Inspector General for MCC
from July-October 2005. From 2003-2004, he served as the Regional Inspector General
(RIG) for Manila. In that position, he supervised employees providing performance
and financial audit services for USAID programs and operations in 12 countries in
the region and had oversight of the non-federal audit programs for financial audits
of USAID contractors and grantees in the region to help ensure the quality of the
audits. He also served as: Assistant Director of Information Technology & Special
Audits Division in 2004 and from 2001-2002; Acting Director of Audit Operations in
Iraq from 2003-2004; Auditor-In-Charge of performance audits in RIG/Dakar from
1997-2001; Auditor in Headquarters Liaison and Coordination Division from 1994-1997;
Auditor-In-Charge of performance audits in RIG/San Jose from 1993-1994; and
Auditor-In-Charge of performance and financial audits in RIG/Tegucigalpa from
1989-1993.
Phee holds a Masters of Science in Accounting and a Masters in Business
Administration both from Arizona State University, Tempe, Arizona and a Bachelors
of Science in Business Administration from Western Michigan University, Kalamazoo,
Michigan. He is a Certified Public Accountant licensed in the State of Arizona.
