JOB SUMMARY:
This position is located in the U.S. Agency for International Development (USAID),
Office of Inspector General (OIG), Office of Management, Information Management Division.
The Information Management (IM) Division of the Office of Inspector General (OIG),
U.S. Agency for International Development (USAID), is responsible for managing overall
network infrastructure capability, application software solutions, and developing policies
and procedures in support of OIG mission. The IM division supports OIG headquarters office
and overseas regional offices. IM Division operates computer systems on a variety of
different platforms, operating systems, applications, and desktop configurations. In
addition, the IM Division supports remote access capability via Citrix to OIG headquarters
and its regional offices. In addition, IM ensures that the Information Technology needs
of all OIG customers are addressed by providing state-of-the art solutions. The goal is
to provide sound enterprise business solutions using the best technical approaches including
such techniques as; business process re-engineering, System Development Life Cycle (SDLC)
methodologies, project management, Customer relationship management. The IM Division team
is also responsible for the confidentiality, integrity and availability of network,
systems and data.
Major Duties:
This position is located in the U.S. Agency for International Development,
Office of Inspector General, Office of Management, and Information Management Division.
The incumbent serves as the Database Management Specialist and is responsible for
designing and configuring database architectures, designing of databases to ensure
optimization, efficiency, and data integrity, and development of routines to transform
and organize raw data from external sources. As such, incumbent performs a wide range
of data management, data integration and database administration functions,
troubleshoots data integration, data transformation, data exchange, and database problems,
and leads studies to evaluate the effectiveness of current database methods and procedures.
You will plan and design systems architecture, analyze and refine system requirements
and translate systems requirements into application prototypes.
You will leverage web technologies to deliver software solutions to a widely dispersed
OIG User community.
You will analyze and conduct studies on Commercial of the shelf software (COTS)
and Government of the Shelf (GOTS) software solutions.
You will write, debug and maintain code for required software services.
You will develop reports and conduct trend analysis studies for management
to assess the efficiency and effectives OIG operations.
QUALIFICATIONS:
QUALIFICATIONS: APPLICANTS MUST MEET THE MINIMUM REQUIREMENTS OF THE OFFICE OF
PERSONNEL MANAGEMENT'S QUALIFICATION STANDARDS HANDBOOK.
You must have one year of specialized experience at a level close to the work of
this job that has given you the particular knowledge, skills, and abilities required
to successfully perform. Typically we would find this experience in work within this
field or a field that is closely related.
SPECIALIZED EXPERIENCE:
For the GS-13: One (1) year specialized experience
equivalent to at least the GS-12 level in the Federal government. Examples of qualifying
experience include analyzing, designing, developing, and implementing a wide range of
software systems to support large scale User Communities; performing work such as identifying
designing database systems and developing software configurations; developing technical
standards and procedures for application prototypes, implementation and management; develops
and updates customer policies and procedures; resolving issues related to the delivery of
information technology services; serves as technical expert on the planning and coordination
of activities required to design, implement, and support application systems; independently
designs, develops, and manages major software projects.
For the GS-12: One (1) year of specialized experience
equivalent to at least the GS-11 level in the Federal government. Examples of qualifying
experience include assisting in the development and implementation of a wide range of software
systems to support large scale User Communities; assisting in or identifying designing of
database systems and developing software confurations and etc.
You must be a U.S. citizen to qualify for this position.
In order to qualify for this position, you must possess a Top Secret clearance.
You must meet time-in-grade restrictions by the closing date of this announcement.

KSAs
1. Ability to apply the System development life cycle and the
Rapid Application Development methodology to accomplish Application Development
projects to effectively meet organizational needs. (Please describe the various
phases in the System Development Life Cycle that you have experience in and how
you have used software prototypes to meet organizational initiatives.)
2. Skill in the application and use of various web and database
programming languages. (Please describe the various languages and products that you
have used relating to application development.)
3. Ability to analyze and define database needs and requirements.
(Please describe any data modeling, database structure, and database administration
experience.)
4. Knowledge of IT acquisitions, IT policy and planning, IT
project management, and system administration. (Please describe how you have applied
the above disciplines in various organizational projects, initiatives, and activities.)
5. Knowledge of customer service and support principles and
methods to support IT Customers (Please describe Help Desk or training experience you
have provided to Support End Users.)
