The Transformational Leadership Program (TLP) provides educational opportunities for Kosovo’s most promising students in order to develop a cadre of leaders to drive significant economic, political, and social development. This will be accomplished through university scholarships, partnerships, and student and faculty exchanges.

The goal of the Scholarships and Partnerships component of the Transformational Leadership Program is to develop the capacity of Kosovars to bring about transformational change in Kosovo through opportunities for advanced education, leadership development, and technical assistance. This will be accomplished through university scholarships, partnerships, and student and faculty exchanges.

USAID’s Partnership for Development program aims to enhance the enabling environment for Kosovo’s private sector to expand employment opportunities for the country’s citizens. The program works in partnership with the government and other partners to support Kosovo’s vision for economic growth by strengthening its institutions.

National Association of Regulatory Utility Commissioners

USAID/Kosovo has a buy-in to a Washington-held cooperative agreement with the National Association of Regulatory Utility Commissioners (NARUC) to support Kosovo’s Energy Regulatory Office (ERO).  This support takes place through partnership and peer-to-peer exchanges between ERO and U.S. Regulatory Commissions with the objective of facilitating the exchange of information, data, and best practices among regulators.

This project was designed to replace the Kosovo Food and Veterinary Agency’s (KFVA) multiple redundant and inefficient veterinary and phytosanitary systems with a new, unified system that will ensure better information exchange and interception of animal and plant products.  This will have a positive impact on international trade, specifically regarding easier and safer movement of goods with animal and plant origin.

Empower North is designed to build on the support previously provided to businesses in northern Kosovo through the Kosovo Private Enterprise Program. The program provides support to the four northern municipalities of Zubin Potok, Zvečan/Zveçan, Leposavić/Leposaviq, and North Mitrovica with the aim of promoting further economic development and income generation in the region.

The program is working to achieve this by helping businesses get better access to domestic and foreign markets and better integration into the value chain through grant assistance and technical training.

The activity will aim at increasing competitiveness in growth-ready sectors and facilitate inclusive job creation, while also developing the capacity of local service providers to support the Kosovo private sector and respond to USAID contractor requirements. 

USAID developed a loan portfolio guarantee to increase access to finance for Kosovo’s micro, small, and medium enterprises in agricultural value chains, as well as business startups in all sectors.  These guarantees give banks the incentive to lend to business startups and agribusinesses, especially young entrepreneurs and farmers, who would otherwise find it difficult or impossible to obtain financing, in order to demonstrate the potential profitability in these sectors.  USAID is also working to assist Kosovo’s financial sector to introduce new products tailored to meet the specific needs of start-ups and agricultural businesses.

The Development Credit Authority (DCA) loan portfolio guarantee aims to increase access to credit for Kosovo’s agriculture sector by providing a 50% risk guarantee to loans issued by participating banks. The DCA guarantee gives banks the incentive to lend to farmers, who would otherwise find it difficult or impossible to obtain financing, in order to demonstrate their potential profitability. 

Through the DCA, USAID is also assisting Kosovo’s financial sector to introduce new products tailored to meet the needs of agricultural businesses throughout the agriculture value chains.

The Kosovo American Education Fund (KAEF) is a perpetual education fund dedicated to the economic development of Kosovo through the education of its people. KAEF supports educational programs that provide Kosovo’s future leaders with the tools they need to promote the country’s future prosperity.
