People with Disabilities (PwDs) are among Afghanistan’s most vulnerable. One out of every five households has a disabled family member. PwDs generally have less access to education, health services, and sustainable livelihoods. Seventy-four percent of children with disabilities lack access to education. Of working-aged persons with disabilities, 90 percent are unemployed compared to the national average of 40 percent (National Disability Survey of Afghanistan 2005, Handicap International).

OVERVIEW

Through the Development Credit Authority (DCA), USAID provides partial credit guarantees to mobilize local financing in developing countries. Guarantee agreements encourage private lenders to extend financing to underserved borrowers in new sectors and regions. USAID/Afghanistan has two DCA activities: a $13.75 million Portable Guarantee for three microfinance institutions (MFIs), FINCA Afghanistan, OXUS Afghanistan, and First MicroFinance Bank Afghanistan, and a $10.3 million Loan Portfolio Guarantee with Afghanistan International Bank (AIB).

MCHIP provides assistance to the Kyrgyz Republic in order to build capacity for M&E analysis by introducing the Reaching Every District approach (RED) into national, oblast and district systems; improve evidence-based program planning and prioritization; and improve partner coordination on immunization.

The National Admission Test (NAT) is one of the largest projects in the country working against corruption in the education sector. The project is aimed at providing equal and fair access to higher education through transparent and independent testing. Since 2002, the NAT has partnered with the Ministry of Education and Science and is administered by the Center for Educational Assessment and Teaching Methods (CEATM), an independent testing organization. The management of the national testing program by an independent professional organization has been one of its strengths and is a key to the testing results being recognized as merit-based and transparent.
