CODELs and STAFFDEL Support. In August, IRI attended a dinner sponsored
by the US Embassy for Speaker Hastert and visiting CODEL, and hosted a coffee
for Mr. Frank Jannuzi, East Asia Specialist with the Senate Foreign Relations
Committee and several Mongolian MPs. IRI also attended a dinner sponsored by
Ambassador Slutz with Congressman Jim Leach (R-IA), and assisted the Congressman
when he stopped by polling station #59 to observe the balloting during the August
28 election for President Enkhbayar’s seat. Congressman Leach was an officially
registered election observer.
Poll Watcher Training and Field Consultations. IRI was busy in the field
in August, in the run-up to the August 28 election. It conducted consultations
and assessments with local DP and MPRP political and government officials in
Uvs, Khovd, Khuvsgul, and Bayan-Ulgii aimags, and it conducted poll watcher
training for MPRP and non-MPRP political activists in constituency #65 at which
over 100 party poll watchers attended.
Poll Monitoring. IRI pulled out the stops for the August 28 election
in constituency #65, carrying out an official Foreign Election Observation Mission
at all five polling stations. IRI declared that for the most part the election
represented the “will of the people” of constituency #65, although IRI did witness
some irregularities and minor violations.
Introducing the New Asia Deputy Director. IRI made courtesy calls upon
DP Chairman Gonchigdorj and MPRP Secretary Mr. Otgonbayar in August to introduce
them to the new IRI Asia Deputy Director, Ms. Kimber Shearer.
IRI-Sponsored Travel of MPs to the US. IRI conducted interviews and made
final preparations for sending seven MPs to Washington, DC and Denver, Colorado
for governance/parliament training and discussions. The trip is planned for
September 13-23.

Legislative Support. IRI worked with key Members of Parliament
(MPs) in July on the new ethics legislation that was submitted to the Speaker
of the Parliament on June 23. IRI also worked with key MPs on passage of the
Committee Rules Draft Law by the SGH State Structure Committee.
Parliamentary Exchange Program. IRI spent part of July coordinating
details with IRI’s home office, USAID, and the US Embassy for the seven
selected MPs who will participate in the MP exchange program to Washington,
DC from September 13-23.
Election Support. IRI began preparatory work for the August
28 SGH by-election in Constituency #65 in Ulaanbaatar. As part of that effort,
IRI Country Director John Poepsel and USAID Representative Skip Waskin met with
General Election Commission Chairman Yadamsuren to emphasize the U.S. Embassy’s
interest in assuring that this by-election is conducted fairly.

Legislative Support. IRI worked with key MPs on submission
of parliamentary ethics legislation to the Speaker of the State Great Hural
(submitted 23 June), and also worked with key MPs on passage of the draft committee
rules law by the SGH State Structure Committee.
Parliamentary Exchange Program. IRI met in June with seven
selected MPs who will attend the IRG MP exchange program in Washington, DC in
September.
Election Support. Also in June, IRI finalized and presented
its official election report to the Chairman Yadamsuren of the General Election
Commission, and began preparatory work for the August SGH bi-election in constituency
#65.
