Chuck Howell is a USAID Foreign Service Officer who has just completed a four year tour as USAID Representative to Belarus. Mr. Howell has been with the Agency since 1993 including tours in Mongolia, Serbia, Croatia, Belarus, Ukraine and Washington, DC.
Mr. Howell served in Mongolia from 1991 through 1993 as the first Peace Corps Director and from 1995 to 1996 as USAID Representative.
In Serbia he was the democracy officer for a period of eight months prior to the 1999 evacuation of the US diplomatic staff. During his Croatia tour, Mr. Howell served as both program officer and democracy officer at different times. In Belarus, he was responsible for U.S. foreign assistance in a politically charged environment which led to the downsizing of the U.S. Embassy in 2008 from 35 Foreign Service Officers to five. He completed his final year, “in exile”, from the USAID Mission in Kyiv.
Mr. Howell was a Peace Corps volunteer in Thailand. He is a graduate of Florida State University and holds a Master of Science degree in Chinese Studies from Johns Hopkins School of Advanced International Studies.
Mr. Howell is married and has two children.
