USAID Support to the Comprehensive Peace Plan in Sudan

Enhancing Stability in Sudan

  • Programs focus on the following key geographic areas to avoid future conflict or return to conflict:
    • Eastern Sudan;
    • the transition area between the North and South (Abyei, Nuba Mountains, and Southern Blue Nile);
    • unstable border areas of Uganda and Ethiopia; and
    • GOS garrison towns in southern Sudan.
  • Programs focus on key issues to enhance stability:
    • Equitable distribution of resources among all ethnic groups;
    • Enhancement of the rule of law;
    • Reintegration of internally displaced persons and other persons affected by conflict;
    • Advancing local and regional reconciliation; and
    • Provision of basic services.

USAID’s Priority Sectors

  • In areas of stability, USAID programs target peaceful areas to enhance medium and long-term goals of reconstruction and development
  • In areas of relative instability and newly accessible areas, USAID targets sources of fragility to provide highly visible, quick-impact activities to demonstrate the benefits of peace and prevent conflict over scarce resources
  • USAID’s key sectors include:
    • Support to the Peace Process
    • Governance
    • Education and training
    • Health, Water, and Sanitation
    • Economic Recovery

Support to the Peace Process

Activities include:

  • Consultative meetings with traditional leaders, local authorities, youth, women, and civil society organizations to build consensus for peace;
  • Promotion of independent media, including radio and newspapers; and
  • Return and reintegration of IDPs and other conflict-affected persons to their homes.

Governance

Activities include:

  • Technical assistance to stand up the Government of Southern Sudan, including three long-term advisors to the Ministries of Finance, Public Service and Justice; a coordinator for training on public administration, anti-corruption, and leadership;
  • Political party training on how to develop issue-based platforms, grassroots structures, communication strategies, internal democracy and political pluralism;
  • Development of the interim constitution;
  • Assistance provided for a population census, which will establish a baseline for elections; and
  • Training in/support for the organizational capacity of civil society organizations

Education

Activities include:

  • An interactive radio program and accompanying teacher training materials;
  • Training 300 teachers and 1600 learners in non-formal education over in FY05;
  • A comprehensive program to strengthen the capacity of the southern Sudanese workforce;
  • Rehabilitation of 100 primary schools, three secondary schools and two teacher training institutes in FY05; and
  • Strengthening the capacity of the SPLM Secretariat of Education (soon to be the GOSS Ministry of Education) to deliver educational services and programs.

Health, Water and Sanitation Services

Activities include:

  • Delivery of essential child survival, high-impact maternal health, nutrition services, and reproductive health services;
  • Strengthening regional training centers for health workers;
  • Provision of safe water and sanitation in the county health departments and health facilities;
  • Development of a Tuberculosis Policy and guidelines for the GOSS;
  • Prevention and treatment of malaria;
  • Prevention of transmission/impact of HIV/AIDs through targeted behavioral change messages and strengthening of GOSS institutions; and
  • Provision of emergency water and sanitation, the rehabilitation of water sources, general water maintenance activities, community sensitization, and education programs for sanitation.

Economic Recovery

Activities include:

  • Support to the Sudan Microfinance Institution;
  • Creation of financial laws and regulations in southern Sudan that are friendly to small and micro-enterprises;
  • Establishment of agribusiness training centers, market information centers, and business associations, such as a regional chamber of commerce;
  • Assistance in establishing customs and trade promotion agencies for the GOSS;
  • Rehabilitation of targeted roads; assistance to establish and operate GOSS and community-based road repair and maintenance systems; emergency road repair and demining to speed delivery of aid and return of IDPs;
  • Quick-disbursing funds to increase food production, animal health services, and livelihoods; and
  • Emergency food relief and commodities in conflict zones.
