Democracy and Governance

Program Goals

  • Establishment of transparent and accountable Government of Southern Sudan (GOSS) structures with adequate capacity to manage core public administration and legal functions.
  • Participatory and inclusive electoral and governance frameworks, including civilian political party structures.
  • Improved management and delivery of public services at the local level with a special emphasis on the three transition zones.
  • Emergence of a vibrant civil society in southern Sudan, including a network of organizations that are committed to the empowerment of women.
  • Citizens better informed by having access to independent information through various channels such as radio, newspapers, and other media outlets.

Program Highlights

  • Long-term advisors will be provided to advise the Cabinet, the Ministry of Finance, the Ministry of Public Service, and the Ministry of Justice on the establishment, organization and institutionalization of the transition teams and the ministries.
  • The long term training coordinator will develop a comprehensive training plan for in- and out-of-country and long- and short-term training for GOSS personnel dealing with public administration and good governance.
  • Support for the development of democratic political party structures and legislative strengthening. Political party capacity building will focus on developing issue-based platforms, incorporating women into political systems, communications training, internal democracy within parties, and the necessity of political pluralism. When the legislature for southern Sudan is established, all opposition parties in the legislature will receive assistance.
  • Support to the development of the constitution, facilitation of dialogue and consensus building, and conducting public opinion research.
  • Support for local administration policy advisory committees in the three transition zones of Abeyi, Nuba Mountains, and Southern Blue Nile.
  • A program to support the institutional development of a vibrant civil society in southern Sudan with special emphasis on the empowerment of women and other marginalized groups such as youth, orphans, internally displaced persons, and the disabled.
