Uganda is one of the two countries in the world that has succeeded in reducing HIV prevalence. This positive trend has been attributed to a number of factors including political support from top government leaders, a multi-sectoral approach to the epidemic, openness and public disclosure, and strong partnership among the government, nongovernmental organizations (NGOs) and aid organizations.
In 2001 Yoweri Museveni, president of Uganda, expressed his concern that the trend of lower prevalence might not continue, particularly for the new generation of youth who continue to need up-to-date, youth-oriented, and appropriate information for adopting and maintaining safe behaviour. There is a recognition that for HIV education to be effective, it must appeal to and engage youth, and provide skills for a changing world. It must also use every communication channel possibleschools, radio, television, parents, teachers, youth themselves, and more.
