The United States Agency for International Development (USAID)
program in Honduras is part of the USAID Central America and
Mexico (CAM) Regional Strategy, 2003-2008. The Strategy provides
the framework for regional and country-specific programs leading
to achievement of the overarching regional goal of a more
democratic and prosperous Mexico and Central America, sharing
the benefits of trade-led growth broadly among their citizens.
The USAID Honduras Country Plan works in the following areas:
Economic Growth: USAID helps Honduras on trade and
investment and participation in trade agreements, higher quality
agricultural production, and business linkages. Small and
micro enterprises in Honduras receive USAID support for financial
services, and farmers receive USAID assistance for crop improvement
and diversification. USAID works with the Government of Honduras
to reform economic policies and business facilitation.
Environment and Disaster Assistance: Much of USAID’s
efforts go towards watershed management and protected areas.
Projects will involve environmental audits and management
systems to decrease pollution and unsustainable use of natural
resources. USAID funds the creation of information systems
for natural resource management and trains local officials
in disaster preparedness, such as monitoring river and stream
flow data to protect against floods. Projects will also focus
on the development and strengthening of environmental policies
at the national level, especially in the sectors of water,
forests and Honduras’ environmental policy agreement
under CAFTA.
Family Health: USAID helps the Honduras Ministry of
Health and non-governmental organizations to improve health
services, especially for child survival and controlling diseases
and HIV infection. Assistance to family planning programs
improves reproductive services. USAID efforts also provide
food assistance and address emergency situations of malnutrition.
Education: USAID activities help to improve the quality
of and expand access to basic, and develop technology-based,
alternative delivery systems for pre-school and secondary
education. The program focuses on children, youth and young
adults from low-income families in rural and marginal urban
areas. USAID assists the Honduras Ministry of Education to
develop education standards, testing and evaluation strategies,
and to decentralize education management to the local level.
Democracy: USAID efforts focus on strengthening justice
sector institutions, improving municipal capacity, and increasing
civil society participation. Projects promote improvements,
especially in municipal governments, for responding to citizen
needs and covering basic services (water, sewer, garbage collection).
USAID continues to work on implementation of Honduras’
Criminal Procedures Code (CPC), and assists in justice sector
reform, such as improvement in court administration and training
and support for legal professionals on the CPC. Support also
goes towards independent anti-corruption authorities and public
awareness, and transparency and accountability in management
of public funds.
