The United States Agency for International Development’s
(USAID) program in Guatemala seeks to promote economic growth
and prosperity by helping the country’s government to:
(1) create a more democratic government with transparent policies
promoting rule of law, greater transparency, crime prevention
and fair allocation of resources; (2) promote an open economy,
free trade and stronger, more competitive businesses; and
(3) achieve a better educated and healthier populace.
Ruling Justly: The Mission’s rule of law, crime
prevention, anti-corruption, and local governance programs
respond directly to the most important threats to Guatemalan
democracy – insecurity and crime, corruption, and political
exclusion. USAID is working with the Government of Guatemala
to dramatically increase support for judicial reforms, establish
crime prevention councils, implement an integrated program
of community and police anti-crime efforts, and provide alternatives
to gangs through youth training and job placement. Support
to local governments is making them more effective.
Economic Freedom: Through support for policy design,
national dialogue, and increased productivity, USAID will
help Guatemala become more competitive under DR-CAFTA. Assistance
is being provided on rural sector development policy and a
private sector-oriented loan program based on the USAID Development
Credit Authority loan guaranties model. An innovative forest
concessions program is increasing sales of sustainable forest
products. Further activities include training, market development,
and improved management to generate a significant increase
in non-traditional agriculture and tourism enterprise sales.
PL-480 Title II food resources will provide essential support
to vulnerable populations and contribute to greater food security.
Investing in People: The Mission will support government
efforts to expand access and quality of health care and education
by increasing social sector investments and transparency.
Efforts will focus on providing quality maternal child and
nutrition services, preventing HIV/AIDS, and improving health
and nutrition practices. Education assistance will improve
primary school completion rates and promote private partnerships
to help bridge the health and education gap between rural
indigenous highland populations and the rest of the country.
