The United States Agency for International Development’s (USAID) program in El Salvador focuses on accelerating economic growth and prosperity by promoting a more democratic and prosperous country, sharing the benefits of trade-led growth broadly, expanding and diversifying the economy, and contributing to healthier and better educated people. USAID investment is limited to results within three performance areas established in the Millennium Challenge Account: Ruling Justly, Economic Freedom and Investing in People.

Ruling Justly: USAID will concentrate efforts on strengthened rule of law by improving the transparency, efficiency and promptness of the judicial system as well as promoting increased use of alternative dispute resolution mechanisms, in particular mediation. USAID will help foster dialogue and provide assistance to improve the transparency of judicial processes and strengthen judicial training. Additionally, the program will focus on greater transparency and accountability of government by helping to address corruption which is central to good governance and economic growth. For example assistance to help professionalize and open up political party practices, as well as further efforts to address corruption and encourage more transparent and honest management of public resources and decision-making, at the national and local levels, will be considered.

Economic Freedom: USAID will work with the Government of El Salvador and the private sector to help increase trade, improve access to financial services, support job creation, and promote economic opportunities for small and medium businesses that will lead to increased and more equitably distributed incomes. The program will help address laws and policies that promote trade and investment, such as sound fiscal policy needed to increase government revenues for investment, help the GOES and private sector take advantage of CAFTA-DR. At the firm level, the program will promote more competitive private enterprises in both urban and rural settings. USAID will also help improve the management of a critical resource, water, through improved management and conservation of a key watershed.

Investing in People: USAID will work to improve basic education, reduce repetition and help students learn basic reading, writing and math skills by 6th grade. USAID will strengthen and expand the decentralization of the health care system, enhancing the knowledge and skills in primary health care to policy makers and managers, strengthen community involvement in delivery of health services and encourage alliances to leverage and direct scarce resources into access to safe drinking water. The Mission will also support, strengthen and improve quality, access and practices related to reproductive health, child health, and nutrition, with a focus on the primary health care level. Finally the program will focus on HIV/AIDS prevention and education among high risk groups and reduce maternal and neonatal deaths related to health facility-based infections.
