Helping Kyrgyzstan Develop a Land Reform Policy

At a conference in February, the USAID Land Reform and Market Development Project presented to the Parliament of Kyrgyzstan, national and local government agencies, and the general public, its findings and recommendations on the use of the Land Redistribution Fund (LRF). USAID’s project is assisting the Government of Kyrgyzstan in developing a policy for the use of the fund, which holds and manages 25 percent of the country’s arable land that was kept in the state ownership during the land reform. The conference featured a presentation about the USAID’s pilot program on the use of the LRF lands, discussed future administration of the LRF and considered results of public hearings on the issue. The Government of Kyrgyzstan is expected to form a working group to develop a strategy for the use of the LRF, with USAID’s assistance.
