Washington, DC -- U.S. District Judge Michael Mihm was honored Friday evening, August 6, 2004, by the U.S. Agency for International Development (USAID) at an Outstanding Citizen Achievement Citation Ceremony in the Robert H. Michel Student Center at Bradley University. This event culminated a number of activities to honor the voluntary service Judge Mihm has given to support rule of law and judicial development over the past 10 years in Russia.
The program included remarks from J. Edward Fox , assistant administrator, Bureau for Legislative and Public Affairs, USAID; Dr. Stan Liberty, Bradley University provost and vice president for academic affairs; U.S. Sen. Richard Durbin, D-Ill.; U.S. Rep. Ray LaHood, R-Peoria; and senior U.S. District Judge Paul Magnuson of Minnesota, past chairman of the U.S. Judicial Conference's International Judicial Relations Committee.
Others who spoke included Geraldine Otremba, executive director of the Open World Leadership Center; Alimzhan Kayumovich Shaymerdyanov, chairman of the Aleksandrov City Court; Vladimir Oblast of the Russian Federation Council of Judges; Roman Ambarov, first secretary of the Embassy of the Russian Federation to the United States; and Patrick Murphy, senior rule of law adviser for USAID's Mission to the Russian Federation.
Dr. Kent R. Hill, the Agency for International Development's Assistant Administrator for the Bureau for Europe and Eurasia , gave the keynote address and presented the award to Mihm.
The citation for the award specifically states that during the last ten years, Judge Mihm’s involvement with the Russian Judiciary, great progress has been made in establishing the Rule of Law. The development of trial court procedures, practices and ethics improves not only the courts systems but paves the way for economic development. Judge Mihm consistently chooses to the right thing for the right reasons, for causes more important than himself.
his award is given to acknowledge his contributions to this development of the Russian legal system in which he has demonstrated outstanding knowledge, dedication, sincerity and diplomatic skills.
