The 2006 NGO Sustainability Index

For Central and Eastern Europe and Eurasia

The U.S. Agency for International Development (USAID) released the 10th edition of the NGO Sustainability Index, a key analytical tool that measures the progress of non-governmental organizations (NGOs) in the Europe and Eurasia (E&E) region.

“The NGO Sustainability Index is an important tool for USAID and the donor community in that it allows us to focus resources and efforts to areas of civil society reform most in need of attention,” said Doug Menarchik, USAID’s acting assistant administrator for the E & E Bureau. “The 10-year anniversary is also an opportunity to examine lessons from a decade of the Agency’s work in support of civil society in this region and how those lessons can be applied to the development community and stakeholders in the coming years.”

The Index tracks progress in 28 countries throughout Europe and Eurasia. This year’s report identifies significant progress in Central Europe and ongoing challenges to long-term development in parts of Eastern Europe and Eurasia. Northern Tier (Central Europe) country reports demonstrate progress in transformation and in financial viability stemming from increases in the strength and diversity of domestic funding available to the sector. However, the reports also show some declines in Eurasia as several authoritarian regimes have consolidated their hold on their respective countries and civil society groups found their efforts being restricted.

The NGO Sustainability Index examines the environment for civil society, focusing on seven dimensions: legal environment, organizational capacity, financial viability, advocacy, service provision, infrastructure and public image. Scores are measured on a 1 to 7 scale, with 7 indicating a low or poor level of development and 1 indicating a very advanced level of progress. Each country report provides an in-depth analysis of the NGO sector along with comparative information from earlier surveys.

The 2006 Index also includes a statistical summary showing scores for each dimension, the overall score and identification of the capital, population, and a summary of basic economic indicators.
