The 2002 NGO Sustainability Index
For Central and Eastern Europe and Eurasia
The Office of Democracy, Governance and Social Transition
in USAID's Bureau for Europe and Eurasia is pleased to present
the 2002 NGO Sustainability Index for Central and Eastern
Europe and Eurasia. This report is the sixth edition of this
unique study of the strength and viability of the NGO sectors
in each country in the region. The 2002 Index continues to
measure seven dimensions deemed critical to NGO sustainability – legal
environment, organizational capacity, financial viability,
advocacy, service provision, infrastructure and public image.
We hope that the 2002 Index will continue to serve as a
useful management tool for international donors and local
and international NGOs, both to inform program design and
to monitor and measure progress. The individual country reports
in the Index provide a comprehensive introduction for those
new to the region or a specific country, or an update for
those already actively involved. The Index also serves as
a convenient primer on some of the unique initiatives affecting
NGO sectors across the region. We hope that some of the lessons
and experiences documented in this publication may inspire
new programmatic directions by local and international NGOs
alike.
