  <description>An October 13 USAID/OFDA charter flight delivered relief items, including 20,064 hygiene kits, 50,060 bars of soap, and 20,400 10-liter collapsible water containers to Manila to support relief efforts in the Philippines, in coordination with the U.S. Embassy in Manila and Government of the Republic of the Philippines (GoRP) authorities. The International Organization for Migration (IOM) received the commodities and plans to deliver the assistance to more than 20,000 flood-affected families.</description>

In two days, the island received the equivalent of a typical monsoon month's rainfall, submerging 80 percent of the capital city Manila and causing the most extensive flooding Manila has experienced in more than 40 years.</description>
