RFA Process Overview

Requests for Assistance (RFA) to the U.S. Government by Assisting States (governments) and Assisting Humanitarian Organizations (international or nongovernmental organizations [IOs / NGOs])

The U.S. Government is providing assistance to the victims of the Cyclone Nargis in Burma. The Office of Foreign Disaster Assistance (OFDA) is the lead U.S. federal agency for coordinating and approving relief. The U.S. military is supporting OFDA will military capabilities with a Joint Task Force. Joint Task Force Caring Response (JTF-CR) headquartered in Khorat, Thailand.

OFDA has the OFDA Disaster Assistance Response Team (DART) that is responsible for validating requests for U.S. government assistance (RFAs). The DART under the direction of the DART Team Leader will validate, coordinate, and prioritize requests for assistance (RFAs) from Assisting States and Assisting Humanitarian Organizations. Any RFAs received by the JTF (or other USG agency) must be forwarded to the DART for approval.

RFA forms (MS Excel, 114kb) for movement of cargo, people and other required assistance are posted on the USAID web site (http://www.usaid.gov keyword: Nargis), the USPACOM Crisis Response Portal (https://www1.apan-info.net/crp) and on the Virtual On Site Operations Coordination Centre (OSOCC) under the civil-military discussion group (http://ocha.unog.ch/virtualosocc/). The information will also be disseminated as widely as possible through the UN and other humanitarian networks.

Process:

Organizations submitting RFAs (pdf, 14kb) shall forward completed RFA forms to the OFDA DART team at the following email addresses dart_burma@ofda.gov and submit copies to the U.S. JTF at the following email address dchivers@ofda.gov. Fax copies may be sent to DART at: +66 (0)2-263-7497.
