A prawn fisherman walks back toward shore after setting his nets in a Karainagar lagoon in mid-February, 2004. He is one of an estimated 2,000-plus beneficiaries from a $35,000 USAID/OTI livelihoods support activity that has provided boats, engines, nets and other equipment to formerly displaced fisherfolk in this part of Jaffna.
