Caption: One of the gas turbines being renovated at the Al-Doura power plant in Baghdad. Sabotage to the gas pipelines has taken the units offline until the supply can be resored. USAID is funding the repair of Iraq's nationwide electrical system. Al-Doura, like many other power facilities, is in great disrepair. Iraqi engineers were forced to keep the facilities online at any cost, often foregoing maintenance and safety procedures. Some engineers were threatened with jail if they failed to keep them running.
