Basic Functions of Position:
The incumbent serves as the PRT Program Management Specialist in the Mission's PRT Office. Under the direct supervision of the Deputy Office Director he/she is responsible for providing technical guidance and policy analysis to the Mission's PRT team and has overall responsibility for developing policies and programs that will achieve the results and objectives of the Iraq Rapid Assistance Program (IRAP). The PRT Office and IRAP programs support the enabling environment for local governance in part by promoting the devolution of resources, decision-making, and authority to the provincial level. Capacity building of provincial and local councils will take place to ensure that officials are prepared to assume greater responsibilities for meeting the needs of their constituents. Consensus-building for decentralization will take place at the national level, with advocacy efforts during the constitutional drafting process. This approach will bring about improvements in specific technical areas such as legal drafting, budget preparation and analysis, and management of relations with civil society and constituencies. Assistance under IR 11.1 will foster dialogue within the legislatures and between these institutions and civil society to reform policies and enact laws addressing key cross-cutting issues.
Since good governance in Iraq is also undermined by rampant corruption, linkages will be created between civil society organizations, elected officials, and political party, and government institutions to foster greater transparency and accountability. He/she, as part of the PRT Office team, provides professional advice to the Mission Director, SO Teams, and as appropriate to the U.S. Embassy, other donors and implementing partners on all aspects of policy and strategy.
Based on the technical nature of the responsibilities/duties of this position, the incumbent will receive overall technical guidance from the
Deputy PRT Office Director, who will participate in the management and evaluation of programs, liaise with donors and partners, and identify and resolve issues affecting overall program performance. She/he will be required to coordinate and attend meetings, monitor programs through field visits, participate in the evaluation of programs, recommend solutions to problems that arise, and report on USAID/Iraq financed support toward the development of local capacity building. She/he will also be expected to articulate, orally and in written memos, the status of activities in the PRT sector.
Position Grade:
Full performance grade level for this position is: FSN-11. A training grade level, below FSN-11, may be established depending on the education and relevant work experience of the applicant. Base Salary Range will be commensurate with established salary history, qualifications, and relevant work experience.
Required Qualifications:
a. Education: A Bachelors Degree in Political Science, Law, Sociology, Human Rights, Economics, Management, Public Administration or other relevant field is required. A Masters Degree is preferred.
b. Prior Work Experience: With a Bachelors degree, the position requires a minimum of five (5) years of progressively more responsible program management experience in the field of development, preferably with a U.S. Agency or other international/local organization or donor. With a Masters Degree, a minimum of two years of the same type of experience is required.
c. Language Proficiency: Level IV English (strong written and oral
proficiency) is required. Native speaker of Arabic is also required.
d. Knowledge: Knowledge of the concepts and principles employed in modern development. Knowledge and understanding of the situation of provincial development in Iraq including key issues, trends, environment, and the resources available for the provincial development. Knowledge of the planned provincial development process and the appropriate government, non-government and international interventions needed to affect it in Iraq. Knowledge of the economic, political, social and cultural characteristics of Iraq that affect provincial development. Knowledge of the United Nations, World Bank and other international NGOs or donors.
e. Skills and Abilities: Proven ability to work independently with minimal supervision or guidance is required. The Mission is seeking a self-starter with the ability to be responsive to client needs and to work calmly, tactfully and effectively under pressure as a member of the USAID/Iraq team in addressing these needs. Efficient and orderly with an attention to detail, able to complete work by established deadlines that meets organizational standards. Ability to effectively manage more than one activity at a time, to work from oral or written instructions, to organize, prioritize and complete assignments with minimal oversight, to quickly and accurately draft documents
that meet USAID organizational standards, to furnish information and objective advice in assigned areas, and to work effectively as a team member in USAID/Iraq's culturally diverse Mission environment. Flexibility and the ability to adapt to the requirements of a multicultural environment in meeting the needs of the USAID Mission and public customers. Strong interpersonal skills to establish and maintain strong contacts with counterparts both inside and outside of USAID and to explain USAID's PRT Office activities, objectives, and procedures at different levels. Ability to conceptualize - both strategically and programmatically. Ability to identify, assess and resolve impediments to project implementation. Ability to analyze data and to report findings, including recommendations for subsequent planning and implementation. Ability to manage more than one activity at a time in the performance of program management. Excellent writing, analytical and oral presentation skills. Excellent computer skills including the use of word processing programs, presentation software, email, databases and spreadsheets.
